Description

It is the intent of the PWSA to establish a contract to perform/provide Signage for 10 River Crossing locations (5 signs, two of each needed) and 38 Combined Sewer Outfall Locations throughout service area. The Contractor shall provide all labor, material, equipment, tools, and appurtenances necessary to complete the scope of work required. Please reference the scope of work for additional details. Bids must be submitted in the format described in this IFB. To be considered, the bid must respond to all requirements in the IFB. The contents of this IFB and your bid shall become part of any contract(s) entered into as a result of this IFB. Submission of a bid indicates acceptance of the conditions in this IFB. Prices quoted in the Bid shall be firm for the duration of this Contract. The Authority reserves the right to request additional information which, in the Authority's opinion, is necessary to assure that the bidder's competence, business organization, and financial resources are adequate to perform in accordance with this IFB and any resultant contract. The Authority may make such investigation as it sees fit to determine the ability of the bidder to perform the work, and the bidder shall furnish the Authority all such information and data for this purpose as requested by the Authority. The Authority reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the Authority that such bidder is properly qualified to carry out the obligations of the contract and to satisfactorily perform the work specified. When asked, bidders shall also include their answers to the questions listed in this IFB using the same answering sequence as put forth in the IFB. The Authority reserves the right to extend or postpone the date and time for accepting bids through an addendum. All proposals, responses, inquiries, or correspondence relating to or in reference to this IFB, and all electronic media, reports, charts, and other documentation submitted by supplier shall become the property of the Authority when received. Nothing submitted shall be considered confidential or proprietary. Question Deadline 10/05/2023 at 4:00 PM ET. This IFB will be administered by Susan Kemery, Senior Contract Specialist questions pertaining to this IFB prior to selection shall be submitted electronically. All communication of any nature with respect to this IFB shall be addressed through the Bonfire Procurement Portal. Prospective firms and their staff are prohibited from communicating with City and PWSA officials, staff, members of City Council and PWSA Board of Directors regarding this IFB or submittals. Such contact is prohibited from the time the IFB is released until the selection results are publicly announced. Violation of this provision may lead to disqualification of the firm's submittal for consideration. The PWSA reserves the right to reject any and all bids if it deems it to be in the interest of the PWSA to do so. When prices bid on various items are unreasonably high or low so as to unbalance the bid, the Director may, within his discretion, recommend that the PWSA reject it. The bid may also be rejected if it contains omissions, alterations, additions not called for, or irregularities of any kind. Successful Bidder(s) will be required to submit a Performance Bond for 100% of the awarded contract value, within 10 calendar days of award notification, using the attached Performance Bond Form. Failure to submit a performance bond within the time frame required may be cause for the PWSA to rescind the award. Performance Security(s) shall be accompanied by an appropriate power-of-attorney from the surety firm to the agent issuing the Security
