Description

The city of Brockton (the owner) invites qualified contractors to submit bids for Ped-Bid23- Newroof: Brownfields cleanup of the Corcoran building site, first phase - Temporary Roof Framing & Construction at the subject property, located at 308 Montello street, Brockton, MA 02301 (the site). Bids shall be prepared and received in accordance with the Procurement & Contract bidding documents prepared by Verdantas, LLC. (the engineer). All bids for the project are subject to the provisions of M.G.L., Chapter 149, Sections 44A and 44J, and to minimum wages as required by M.G.L. C.149 Sections 26 to 27H inclusive. Minority and women-owned businesses are encouraged to submit bids. The Bidder must agree to commence work and fully complete the work of this Contract on the dates specified in the contract documents. The Bidder must agree also to pay liquidated damages for each consecutive calendar day thereafter as hereinafter provided in the Contract and General Conditions. States are required to periodically review the process and data with which they establish Disadvantaged Business Enterprise (DBE) goals, for the use of EPA grants. During 2016 and the first half of 2017, MassDEP and the Clean Water Trust completed a DBE review and submitted the results to USEPA for approval. On July 27, 2017, EPA Region 1 approved new DBE goals of 4.2% for minority-owned business enterprises(MBE) and 4.5 % for womenowned business enterprises(WBE). Proponents unable to meet the targets may seek a waiver from the requirement if they can demonstrate a 'good faith effort' was undertaken to achieve those goals. The City of Brockton reserves the right to reject any and all bids, to waive any technical or legal deficiencies, to accept individual bid items and exclude others, and to accept any bid that it may deem to be in the best interest and most responsive of the Owner. Project Scope and Visual Site Inspection TPI Environmental, Inc. (TPI) was contracted by Ransom Consulting, Inc. (client) to scan areas of concern (AOC) at the above referenced location to confirm or deny the presence of possible underground storage tanks (USTs). The site consists of a vacant building located at the above address and as indicated in Figure 1. Upon arrival to the site on September 10 th , 2020, TPI reviewed the site history with the client and performed a site walk to search for evidence of USTs. During the site walk the following areas of interest were noted: In addition to scanning AOCs 1, 2, and 3, the client indicated four specific targets of investigation. These specific targets are indicated in Figure 1. o Suspect fill port - This is a small depression in the sidewalk (Photo 1, Appendix A). TPI dug into the depression and exposed a pipe opening consistent with a fill port. The pipe was full of soil. o Pipe 1 - Vertical, capped steel pipe located at the corner of AOC 2 and a separate room that was inaccessible to the survey due to structural collapse (Photo 2, Appendix A). o Pipe 2 - Smaller diameter, vertical, threaded steel pipe consistent with a former electrical conduit (Photo 3, Appendix A). o Boiler feed lines - Copper oil supply lines penetrate the northern wall that divides the boiler room and AOC 3
