Description

The Project includes the following Work: The demolition of an existing culvert, the installation of a new culvert, and roadway reconstruction for a segment of Glover Hill Road that crosses Stony Run. Bid security in the form a Certified Check or Bid Bond shall be furnished with the Bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted electronically. CLARIFICATION DEADLINE 8/11/2022 11:00 AM For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this Project, and will be required to submit an executed non-collusion affidavit with the Bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public naturalresourcesthat affect the Project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. The project is funded through the American Rescue Plan Act. Bidders must comply with all funding requirements as described in the Project Manual and submit all required documentation of compliance. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the contractor must establish documentation evidence showing an effort to solicitate female participation and minority participation, as well as Section 3 participation, in his aggregate construction work force for contracts in excess of $10,000. Section 3 requires that the contractor must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. In accordance with Executive Orders 11625, 12138, and Dauphin County's Minority Business Enterprises (MBE) plan, the contractor must utilize, to the greatest extent feasible, minority and/or women owned business concerns. Bidders are hereby notified that MBE/Woman Business Enterprises (WBE) firms will be afforded full opportunity to bid without discrimination This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for this Project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All Bids shall be irrevocable for 60 days after the Bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Buffalo Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any Bid or combination of Bids that are deemed to be in the best interest of Buffalo Township, and to reject any or all Bids.
