Description

1. Purpose: The City of Branson, Missouri ("City") is accepting sealed proposals from qualified business entities for the installation, operation, maintenance, and management of self-service Electric Vehicle (EV) Charging Stations at locations yet to be determined within the City. The City of Branson is a 4th class municipality located in Taney County. The City serves a population of approximately 12,000 residents and has approximately 8 million visitors annually. The City seeks to mitigate as much up-front and ongoing costs as possible to its taxpayers. Revenue sharing models are welcomed, but not required. Revenue sharing and billing will be handled by the chosen vendor or vendor-affiliate. Vendors will provide details via their proposal on how fees are collected from the end-user and the portion of those fees allocated to the City. The City prefers full turn-key solutions. Vendors will provide all associated costs via their proposal, including the purchase or lease of hardware, software, installation, ongoing hosting, warranty, ongoing operation, maintenance, and any and all costs associated with the project. The City seeks to understand not only the short-term cost of the project to install, but also accurate future costs related to the ongoing functionality of the level-2 and level-3 charging stations. Level-3 charging stations are strongly preferred. Costs incurred in the development of proposals are solely those of the vendor. If the Proposer proposes charging the public for use of electricity and the charging stations, the EV chargers must allow for point-of-sale transactions and provide for revenue remittance to the City. Contractor also clearly describes the cost of energy per kWh, how that price is calculated, and how it changes over time, and this shall be included in the Cost and Revenue Proposal. The City is not a subject matter expert in this emerging technology and seeks to partner that will provide strong support throughout the installation and ongoing maintenance of the selected charging stations. Evidence of municipally installed and managed projects is preferred. Vendors will provide details via their proposal on how technical support and maintenance will be addressed. The City will consider all models of level 2 and level 3 charging stations and software packages, as long as hardware is cold-weather climate compatible and software is fully supported by the vendor or third-party provider. The chosen vendor will be selected in-part based on availability of hardware, software, and ability to complete the project within a reasonable timeframe. The City has not determined locations for the placement of charging stations. Contractor shall be responsible for performing a due diligence and investigation of the proposed locations and must also determine the suitability or non-suitability of each proposed site. The City will coordinate with selected vendor to identify the best locations for charging stations. Contractor shall furnish and install all materials, equipment, and labor required for the installation of the EV charging station(s). The Contractor is also responsible for securing all related permits and coordinating with the utility companies. Following the installation, the Contractor shall activate and test the EV charging station(s) and will be responsible for the safe operation of all equipment and connections. Proposer must clearly state the methodology for the chosen locations to pursue the installation of the charging station.
