Description | The Services of a firm to upgrade four programmable logic controllers (PLCs) in the Wastewater Treatment Plant (WWTP) Tertiary Filter Building. General scope of work is to furnish and install all components necessary to make a complete and operable system. All work shall be coordinated with the Owner to minimize disruptions in operation. Programming shall be completed offline prior to removing any existing components. The final transition to the upgraded system shall be completed in one 8-hour workday. Existing infrastructure shall be maintained throughout the project and shall be capable of being reinstalled with full functionality in the event the upgrade cannot be completed in one work day. Photos of the four existing PLCs are provided for reference in Attachment A. Panel drawings for CP 70, located in the Tertiary Filter Building Control Room, are also provided for reference in Attachment A. Note, that only one of the two PLCs shown on CP 70 panel drawings provided in Attachment A remains. One PLC was removed and not replaced approximately 10 years ago. This Project shall include the following requirements: ? Remove and replace the existing PLCs and remove the touch screens and provide covers over the touch screen cutouts. Remote access into the City of Ann Arbor’s PICS system will not be allowed. All work is to be performed onsite when connected to the City system for upgrading and programming. During PLC installation, programming and startup, six of the 12 tertiary filters must remain in service at all times. ? The Consultant shall be Rockwell Certified or engage the services of a Rockwell Certified Integrator to perform the work. ? The Consultant shall submit a proposed schedule for PLC replacement, programming and startup services that includes the number of meetings with City of Ann Arbor staff. Also, as part of their proposal, the Consultant shall submit a list of expectations for City of Ann Arbor staff in terms of work tasks and estimated level of effort during PLC replacement work. ? The Consultant shall provide WWTP staff a minimum of seven days’ written notice prior to removing a PLC and receive authorization by the City of Ann Arbor before work can proceed. ? Prospective Consultants are to provide a Work Plan that includes the project approach and project requirements per Section III of this RFP. |
