Description | the project consists of the: A) Replacement of most combined sewers and appurtenances and sanitary laterals between 152nd Street and Columbus Boulevard (approximately 9,000 feet of mainline sewer). B) Replacement of all water main between 152nd Street and the CSX Railroad (approximately 5,000 feet). Limited existing sewer videos are available online to prospective bidders only. Access will be limited to prime contractors and subcontractors involved in sewer removal, replacement, and/or rehabilitation activities. In no case will data be provided on USB drives or other digital media. If you wish to obtain access to the existing sewer videos, email kkolodziej@dlz.com before the end of business on June 10, 2022. In the subject line of the email, include the words "Indianapolis Blvd Sewer Video Access Request". In the body of the email, include the full company name, name, title, postal address, telephone number, and email address of the individual or individuals that will need access. Failure to include all requested information will result in access being denied. If access is not granted within two (2) business days, it is the bidder's responsibility to contact DLZ's Munster, Indiana office at 219-836-5884 to ensure that the email request was received. All questions are due by end of business on June 16, 2022. Questions asked after this date may or may not be answered.Proposals shall be properly and completely executed on the Bid Form provided in the Bidding Documents and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), satisfactory bid security, and other items as requested in the Bidding Documents. A certified or cashier's check payable to the City of East Chicago or a bid bond in an amount equal to five (5) percent of the bid amount must accompany each bid. All checks from unsuccessful bidders will be returned to them by the City upon selection of the successful bidder. The successful Bidder will be required to provide both a Performance and Payment Bond each portion in the amount of one hundred (100) percent of the Contract amount. Bidders must be experienced in the construction of the type of facilities to be built under the Contract(s) for which a bid is submitted. Bidders and their subcontractors shall be INDOT prequalified to perform the work specified in these contract documents. Pursuant to Indiana Code 22-5-1.7-11, the Contractor entering into a contract with the City of East Chicago is required to enroll in and verify the work eligibility status of all of its newly hired employees through the E-Verify program. The Contractor is not required to verify the work eligibility status of all its newly hired employees through the E-Verify program if the E-Verify program no longer exists. The Contractor shall comply with all Equal Opportunity Employment and Hiring Ordinances of the City of East Chicago. Pursuant to Indiana Code 5-22-16.5 the City of East Chicago may not contract with a person who is engaged in investment activities in Iran. Indiana Code 5-16-13 (Requirements for Contractors in Public Works Projects), Indiana Code 5-16-6 (Discrimination by Contractors and Subcontractors Prohibited), Indiana Code 8-23-10 (Qualifications of Bidders for Contracts), and Indiana Code 36-1-12 (Public Works Projects) apply to this project and contract. In determining the lowest responsible and most responsive bidder, the Owner will consider the Total Base Bid and/or any combinations of the total base bid and/or alternate bids made for the Contract. The Owner may also consider all other relevant facts mentioned in the Project Documents or which the Owner may legally consider. The City reserves the right to reject any and all bids or to waive any informalities in the bidding, should the City deem it to be in the public interest to do so.
