Description

Work description: The proposed improvement includes but is not limited to the following Work along Front Street and Clat Adams Bicentennial Park: Phase I work as shown in the plans only. Furnishing and installing new underground duct back for electrical power lines. Constructing Portland Cement Concrete electrical vaults and retaining walls. Furnishing and installing underground conduits. Pavement removal and replacement. Other items related to the project. All questions are to be submitted in writing prior to the meeting to: City of Quincy - Purchasing Department Attn: Mary-Ann Ervin purchasing@quincyil.gov. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by funds from Illinois Department of Commerce and Economic Opportunity (DCEO). The procurement will be subject to regulations contained in the Prevailing Wage Act (820 ILCS 130/0.01 et seq.), the Illinois Works Jobs Program Act (30 ILCS 599/Art. 20), the Employment of Illinois Workers on Public Works Act (30 ILCS 570/0.01 et seq.), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. This procurement is subject to the "Use of American Iron and Steel" requirements as contained in Section 436 (a) - (f) of the Consolidated Appropriations Act, 2014. This contract does include an overall Business Enterprise Program (BEP) utilization goal for the grant dollars of 17% with 12% going to minority-owned business enterprises (MBE) and 5% going to women-owned business enterprises (WBE). Bidders will be required to provide Bid security equal to five (5) percent of the Bid in the form of a Bid Bond written by a company properly licensed in Illinois, a certified check or a cashier's check. The successful Bidder will be required to furnish a performance and payment bond on forms provided in the Specifications and Contract Documents, equal to one hundred percent (100%) of the total contract price. The City of Quincy, in accordance with the Laws of the State of Illinois, hereby notifies all Bidders that the City reserves the right to reject any and all Bids, to waive minor informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding information contained in a bid. The City will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to a responsible and responsive Bidder without discrimination on the ground of race, color or national origin, but the Owner reserves the right to reject any or all Bids received and to waive formalities. Bids may be held by the City of Quincy for a period not to exceed 45 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
