Description

The St. Bernard Parish Government (SBPG) is seeking assistance in Grant Management and Project Delivery services for the implementation of the St. Bernard Parish Health and Wellness Center project. The SBPG is soliciting for Proposals for grant administration/project delivery services to assist SBPG with grant applications, procurement, environmental review, bidding, labor standards, and assist with payment processing related to the design, bidding, and construction of this project in compliance with Community Development Block Grant (CDBG) Program requirements. Objective: St. Bernard Parish is seeking to hire the most experienced proposer at a reasonable cost. SBPG is particularly interested in proposers with experience in CDBG economic development projects and those projects that involved determination of service areas that meet the low to moderate income area wide benefit requirements of the CDBG program. Project Description: The St. Bernard Parish Government proposes to construct a Community Health and Wellness Center utilizing both CDBG-DR Program Income funds and private funds allocated by Ochsner Health, a non-profit hospital. The purpose of the Parish s Wellness Center is to promote health and wellness for Parish residents and to further the Parish s recovery efforts from Hurricane Katrina. The flooding related to Hurricane Katrina destroyed the Parish s hospital system. The Parish has been able to rebuild the hospital through CDBG funds and the hospitalis currently operated by Ochsner Health. This Wellness Center would be adjacent to the new hospital and be effective in terms of bringing further investment from the Ochsner Health System to St. Bernard Parish. Ochsner has committed to bringing additional programming in terms of services/facilities available in the St. Bernard Healthcare System once this Wellness Center is built. The nine (9) acres of land for this center will be donated by the Meraux Foundation. The Wellness Center will be owned by St. Bernard Parish and operated by Ochsner Health. The full estimated cost of this project is $12,000,000 (twelve million dollars). The Parish plans to construct tennis courts, a swimming pool, an outdoor track, and a building with an entry area, locker rooms, flex facility for group exercise classes, offices, and more. The estimated budget for the Parish to build these facilities is $9,000,000 (nine million dollars). Ochsner Health plans to build a fitness center with a sports training field. The estimated budget for Ochsner Health to build these facilities is $2,000,000 (two million dollars). To assist with the completion of these projects, the CDBG grant will provide up to $1,000,000 (one million dollars). The construction of this project is estimated to happen in the spring of 2025 and is estimated to be completed in the fall of 2026. The Community Health and Wellness Center will provide the citizens of St. Bernard Parish as well as residents of the Lower Ninth Ward in Orleans Parish with access to recreational and wellness activities that were destroyed by Hurricane Katrina. The project will have an area wide benefit. National Objective Addressed with this Project: Activities benefiting low/moderate income persons. This project will have an area wide benefit. Eligible Activities Completed with this Project: Public Facilities & Improvements: Recreational Facilities, and facilities for Economic Development activities. Scope of Services The services to be provided by the Respondent will include, but not be limited to: 1. Submitting grant applications to the State s Office of Community Development for the project. This includes and is not limited to assisting SBPG to determine the beneficiary service area; taking in the consideration the nature and location of the activity; any accessibility issues and availability of comparable activities. Selected contractor will make assessments and recommendations for economic development activities including considerations of the CDBG underwriting and public benefit determinations requirements. 2. Conducting and insuring compliance with HUD environmental regulations 24 CFR Part 58. 3. Assisting SBPG with HUD s fair housing compliance requirements. 4. Assisting SBPG with procurement of environmental review, surveying, and design. 5. Assisting SBPG Public Works Department with the construction bid package in conformance with Louisiana Public Bid Law, CDBG Program requirements, and other applicable federal requirements and supervising the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitation, issuing any required addenda, conducting the bid opening, providing a recommendation of award, and issuing the notice to proceed. 6. Assist in conducting the preconstruction conference. 7. Assist in administering Federal labor standards for a mixed-financing project. 8. Assist SBPG Public Works Department with reviewing and approving all contractor requests for payment and submitting approved requests to SBPG. 9. Reviewing all contractor change orders. 10. Assisting SBPG with CDBG monitoring from design to project closeout. Evaluation Criteria: The successful Respondent will be selected based upon the highest score of Proposals made to the Parish of St. Bernard. St. Bernard Parish Government, or an appointed committee, shall evaluate each Proposal received Respondents may be requested to give an oral presentation after submission of responses. As a result of the interviews, the SBPG will determine which Respondent will be selected to enter into contract negotiations. St. Bernard Parish Government reserves the right to negotiate with any and all Respondents submitting a Proposal. St. Bernard Parish Government reserves the right to reject any Proposal for failure to meet the requirements contained herein, to waive any technical requirement, and to select the Respondent, in the Parish s judgement, whom best meets the requirement of this project and the needs of the Parish. To be a valid delivery, Sealed Proposal Packages must be delivered electronic by Central Bidding or by hand to St. Bernard Parish Government, Department of Public Works, 1125 East St. Bernard Highway, Chalmette, Louisiana during normal business hours of 8:00 a.m. to 4:30 p.m. Monday through Friday on or before 2:00 p.m. on Thursday, September 7, 2023. Sealed Proposal Packages delivered to any other St. Bernard Parish Government location or other room number prior to the receipt deadline will not be considered. Firms submitting a Statement of Proposal must identify all firm(s) that they expect to use to provide supplemental services. Firms must make positive efforts to use small and minority owned business and women business enterprises as required by 2 CFR 200.321. Firms must comply with Title VI of the Civil Rights Act of 1964 Compliance Provisions for CDBG-DR Rider for Professional Services specified in the RFP must be complied with.
