Description

A Bid Bond or certified check in an amount not less than three percent (3%) of the amount bid must be submitted with each Bid. A one hundred percent (100%) Performance Bond will also be required of the successful Bidder. The Owner reserves the right to accept or reject any bid and to waive any irregularities in bidding. The Base Bid may be held for a period not to exceed sixty days before awarding Contracts. 1. Contractor shall furnish all labor, materials, equipment, scaffolding and/or other structures, and supervision required for the completion of cleaning, preparation, and coating of the specified substrates in accordance with the Coating Specifications(CS-1) and contract agreement. 2. Contractor shall receive and unload all material, tools, and implements pertaining to the cleaning and coating of the specified substrates and perform all necessary handling of same. 3. Surface Preparation: Surfaces to be coated must be dry, clean, and free from all contamination including loose and peeling paint, dirt, grease, oil, wax, concrete curing agents and bond breakers, chalk, efflorescence, mildew, rust product fines, and dust. Remove loose paint, chalk product fines, and efflorescence by wire brushing, scraping, sanding, and/or pressure washing. a. All surfaces shall be cleaning and etched, per ASTM D4260, prior to any coating work. 4. Preparation of Coating Materials: Coating materialsshall be delivered to the job site in the original, sealed and undamaged containers bearing the manufacturer's name. brand identification, batch number, date of manufacture, and shelf life. 5. The Contractor must provide a Roof Protection Plan that outlines the strategies they will use to ensure that no damage will come to the Adult Detention Center or Sheriff's Building. This plan will be submitted to and approved by the Owner before work can begin on the roof of the Adult Detention Center or Sheriff's Building. 6. Protection of coated and un-coated surfaces: Cleaning and coating shall be scheduled such that dust and other contaminants from the cleaning process will not fall on any surfaces that could be permanently stained or contaminated. 7. Work includes proper set-up and tear-down of any scaffolding needed to complete the scope of work in accordance with the OSHA regulations. 8. This scope includes all manpower, equipment, materials, safety requirements, environmental submittals, permits, product submittals, etc., needed to complete this scope of work. 9. Contractors must complete the Indianapolis-Marion County Building Authority Contractor Safety Program Form (Exhibit D). a. The Contractor must provide Full-time Safety Supervision personnel with 30 Hour OSHA Certification. 10. All work must be scheduled in advance and approved by the Owner and the Marion County Sheriffs Office. 11. Adult Detention Center Exterior Painting Schedule Dates: a. Substantial Completion for this Scope of Work is no later than 11/31/2022. 12. The Scope of Work includes, and Contractor shall be responsible for the prompt payment of, all charges and costs imposed, incurred or payable for the material, machinery, equipment, labor and supervision used in or furnished in connection with the performance of the Work. Including, but not limited to, the cost of materials, rental costs on machinery and equipment, wages, fringe benefits, employee taxes and any other labor burden expenses, charges for all utility services, and Federal taxes. Including, customs, duties and tariffs, applicable permits, licenses, transportation, freight and insurance, profit, overhead, and related charges associated with the Work, and any additional general conditions costs incurred in connection with performing the Work. Contractor shall pay and bear the risk of any increase in such materials, machinery, equipment and labor costs, charges, taxes, customs, duties, tariffs, permits, licenses, transportation, freight and insurance, profit, overhead, and related charges associated with the Work, and any additional general conditions costs incurred in connection with performing the Work. Where the law requires any tax to be stated and charged separately, the total of all items included within the Work and any taxes thereon shall not exceed the Contract Price stated herein. Contractor shall furnish evidence, when required by this Agreement or requested by Owner, establishing that all of such payments required to be made by Contractor have, in fact, been made. The Contract Price is firm and fixed and will not be modified except by mutual agreement in writing. Bidders shall assure that they have obtained complete sets of drawings and Contract Documents and shall assume the risk of any errors or omissions in Bids prepared in reliance on incomplete sets of drawings and Contract Documents. This Work will be funded by the Indianapolis-Marion County Building Authority. The participation goal for Minority Business Enterprise (MBE) for this contract is fifteen percent (15%). The participation goal for Women Business Enterprise (WBE) for this contract is eight percent (8%). The participation goal for Veteran Business Enterprise (VBE) is three percent (3%). The participation goal for Disability-owned Business Enterprise (DOBE) is one percent (1%).
