Description

The Major Streets Rehabilitation Program (Program) will consist of: 1) construction surveying; 2) 307,275 S.F. of asphalt pavement cold milling; 3) 55 L.F. of concrete sidewalk grinding; 4) sawcut, removal, and reconstruction of 4 curb ramps; 5) sawcut, removal, and reconstruction of 1,721 S.F. of sidewalk; 6) placement of 4,900 tons of asphalt; 7) traffic signing and pavement delineation; 8) traffic signal video detection system; 9) 11 sewer manhole frame and cover replacement; 10) 1 sewer cleanout adjustment; 11) 25 water valve assembly replacement; 12) 4 storm drain manhole adjustments; and all appurtenant work. The expected completion time of the program is 40 consecutive working days after receipt of the Notice to Proceed. The Proposal shall be submitted and the work shall be performed by a State of California Class A licensed contractor in strict conformance with Specification No. SV 22-20, and now on file in the City's Department of Public Works and the office of the City Clerk. It is the bidders responsibility to check the Citys website for any addenda that may be issued for this project prior to submittal of the bid. Failure to submit required addenda with the bid disqualifies the bidder. All questions concerning the bid document should be directed to the Senior Engineer/Capital Projects, Department of Public Works, at (805) 583-6788. The City reserves the right to retain all proposals for a period of 60 days after the bid opening date for examination and comparison and to delete any portion of the work from the Contract. The City reserves the right to determine and waive nonsubstantial irregularities in any proposal, to reject any or all proposals, to reject one part of a proposal and accept the other. The bid shall be balanced so that each bid item is priced to carry its share of the cost of the work and also its share of the contractor's overhead and profit. An unbalanced bid shall be considered as grounds for rejecting the entire bid. The City further reserves the right to make award to the lowest responsive and responsible bidder as the interest of the City may require. Furthermore, the current Federal General Wage Determinations apply for this project as predetermined by the Secretary of Labor. If there is a difference in the Federal minimum wage rates and the California Department of Industrial Relations for similar classifications of labor, the contractor and its subcontractors shall pay not less than the higher wage rate.
