Description

A Class A, Contractor's License is required for this work. Work will be done and payments will be made in accordance with provisions more particularly described in the plans and specifications adopted by the San Carlos City Council on February 27, 2023 and on file in the office of the City Clerk. No Pre-Bid meeting has been scheduled for this project. The scope of work generally includes the following: Pipeline and manhole emergency repairs; Pipe replacement by way of trenchless pipe bursting; Pumping and/or diversion of sewer flows; Temporary traffic control; Manhole cover readjustment or repair; Supported activities and other miscellaneous work related to sanitary and storm drain sewer systems including, but not limited to, closed-circuit television (CCTV) inspection, manhole and pipeline inspection, cleaning and removal of debris, testing, and coordinating with other agencies to obtain construction permits. Bids are required for the entire work described herein in accordance with the instructions to bidders. The Engineer's Estimate is between $500,000 and $600,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to the Contractor (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications. The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding. No bidder may withdraw their proposal for a period of ninety (90) calendar days after the date set for opening of proposals. As a "Public Works" project and pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for San Mateo County shall apply to this contract, as determined by the Director of the California Department of Industrial Relations.
