Solicitation Number: 36C78623B0009 Project Number: 821-MM23-017 Description: Fiber Optics Upgrades at Rock Island National Cemetery This notice is provided for information purposes only and does not constitute a request for Bid, Proposal, or Quote. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation number 36C78623B0009 entitled, Fiber Optics Upgrades at Rock Island National Cemetery on or about March 10, 2023, unless additional notice is given, or this notice is modified or cancelled. Scope of Work: Project Need The purpose of this project is to upgrade the fiber optic cable service at Rock Island National Cemetery. The existing circuit is outdated and needed to be upgraded to fiber optic cable for the route leading to Rock Island National Cemetery. The project proposes bringing new cable from the Army property to the Cemetery s Administration Building by way of existing and new telecommunications conduit. Project Goals and Objectives An existing telecommunications ductbank exists on Army property that extends from Army building 110 to a handhole (HH-12) across Rodman Avenue at the main entrance to the Cemetery. New fiber optic cabling will be run through the existing ductbank to HH-12. From HH-12 new conduit will be installed that crosses Roadman Avenue, enters the Cemetery and connects to the existing administration building. The design and documentation of this project will be accomplished following the National Cemetery Administration (NCA) Facilities Design Guide and the VA program Guide (PG-18-15, Volume D), A/E Submission Instructions for National Cemetery Projects. Work shall include full compliance with all the related specifications requirements, including, but not limited to, the Contractor providing all requirements necessary permit(s). All work required to achieve these results shall be at the contractor's expense and there shall be no additional costs to the Government. The anticipated contract Period of Performance will be one hundred and eighty (180) calendar days after issuance of the Government s Notice to Proceed (NTP). The Product Service Code (PSC) for this procurement is Y1PZ - Construction of Other Non-building Facilities. The North American Industry Classification System (NAICS) code for this procurement 236220 - Commercial and Institutional Building Construction, and the business size standard is $39.5 Million. Per FAR 36.204, The magnitude of construction for this project is between $250,000 and $500,000. The full Solicitation, Specifications and Drawings will be posted on Contract Opportunities on or about March 10, 2023, unless additional notice is given, or this notice is modified or cancelled at SAM.gov. The response submittal address, date and time will be included in the solicitation. As noted, this procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at www.vetbiz.va.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at www.SAM.gov and have completed online Representations and Certifications prior to contract award. All prospective bidders must be currently registered in www.dnb.com (Duns and Bradstreet). Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered.
