Description

There are four building types in the Project: One "Building 1" - Three-story residential building with 24 units comprised of (4) three bedroom/two bath Universal Design units; (8) typical three bedroom/two bathroom units; (2) two bedroom/two bathroom HUD 405 UFAS/Universal Design units with one designated for Sight and Hearing impairments; (2) two bedroom/two bathroom Universal Design units; and (8) typical two bedroom/two bathroom units One "Building 2" - Three-story residential building with 24 units comprised of (4) two bedroom/two bathroom Universal Design units with one designated for Sight and Hearing impairments; 8) typical two bedroom/two bathroom units; (4) one bedroom/one bathroom Universal Design units; and (8) typical one bedroom/one bathroom units. One "Building 3" -Three-story residential building with 12 units comprised of (4) two bedroom/two bathroom Universal Design units and (8) typical two bedroom/two bathroom units One "Community Building" incorporating a community room with kitchenette, leasing office, private office space for tenants, laundry, and accessible restroom. The community building will meet Virginia Housing Minimum Design and Construction Requirements as well as ADA accessibility requirements. Work shall include all labor and services necessary to produce such construction and is divided into three phases: The Preconstruction Phase, Site Work Construction Phase, and Unit Construction Phase, each under separate contract. While PIHG intends to continue working with the Contractor(s) on all phases, PIHG reserves the right to terminate the work during or after preconstruction, compensating the Contractor for the work performed at the time of cancellation. For the site work and unit construction portions of the work, People Incorporated intends to utilize the AIA, A201--2017, General Conditions of the Contract for Construction and AIA, A102--2017, Standard Form of Agreement Between Owner and Contractor where the basis of the payment is the Cost of the Work Plus a Fee with a Guaranteed Maximum Price. Engineering and site schematic design is currently underway and finalized scopes of work are expected by January 2023. The Design Team will engage the chosen General Contractor in preconstruction services as soon as PIHG procures a firm on qualifications. The Construction documents are expected to be completed in two phases - preconstruction and construction. Construction will commence on the Project as soon as the GC is under contract and permits are obtained - anticipated Notice to Proceed in May 2023. People Incorporated Housing Group will field a committee tasked with screening and evaluating responses, conducting interviews, and procuring a GC on qualifications according to the criteria indicated within the RFQ. At any point in the process, People Incorporated Housing Group reserves the right to disregard informalities and irregularities and to reject any and all responses at its sole discretion. People Incorporated Housing Group makes every effort to engage, and encourages responses from, local contractors, including minority, women-owned businesses, and low-income people in adherence to HUD's Section 3 requirement.
