Description | This contract is for biohazardous waste cleanup from streets or parcels within the Asheville city limits. Biohazardous waste encountered may be in the form of human and animal waste, including feces, urine, vomit, or blood; drug paraphernalia like hypodermic needles; and other debris typical of homeless encampments or places where trespassing or loitering may occur. Locations and conditions will vary and may include but are not limited to: underneath bridges; along waterways; in wooded areas, vacant buildings, or vacant lots; in alleyways; or along greenways, trails, or roadways. Equipment needs and debris amounts will vary per site. The contractor shall also collect and remove non-biohazardous litter and debris from designated areas. The contractor will be notified of cleanup sites by the project manager on an as-needed basis. The contractor is to provide all equipment, labor, and material. This contract is for one year with the possibility of two additional one year extensions. The City of Asheville reserves the right to reject any or all Bids and to waive informalities. Women- and Minority-Owned Businesses (W/MBE): The bidder will use its best efforts to afford small businesses, minority business enterprises, and women's business enterprises the maximum practicable opportunity to participate in the performance of this contract. As used in this contract, the terms "small business" means a business that meets the criteria set forth in section 3(a) of the Small Business Act, as amended (15 U.S.C. 632), and "minority and women's business enterprise' means a business at least fifty-one (51) percent owned and controlled by minority group members or women. For the purpose of this definition, "minority group members' are Afro-Americans, Spanish-speaking, Spanish surnamed or Spanish-heritage Americans, Asian-Americans, and American Indians. The bidder may rely on written representations by businesses regarding their status as minority and female business enterprises in lieu of an independent investigation.
