Description

To all interested parties: this is notification that the Columbus City Utilities new wells project is categorically excluded from substantive environmental review. The SRF is submitting the CE for public notice. The proposed project will supply an additional 4.60 MGD of capacity to Water Treatment Plant (WTP) No. 2, increasing the firm capacity of WTP No. 2 to 18.3 MGD. The wellfield expansion includes the installation of four new wells (Nos. 20, 21, 22, and 23) and raw water mains to provide this increased supply capacity. The addition of four new wells increases the reliability of the sysLEGALS tem and the supply of raw water to the WTP in the case that one or more wells were to be taken offline at any time. The construction of the wells would have little to no effect on the existing water supply operations or WWTP operations nearby. The system storage improvements include the installation of a booster station and water storage tank, and installation of an altitude valve at Tank No. 5, to increase pressure and storage capacity for the CCU service area. The CCU service area has seen continual growth over the past 10 years, increasing the required demand significantly. The distribution system improvement projects include installation of a distribution water main along Deaver Road to provide a redundant crossing of I-65. There is currently only one water main crossing of I-65, which provides critical supply to the western portion of the distribution system. The distribution system improvement projects also include: installation of a water main along Inwood Drive to meet existing industrial water supply needs; water main replacements, including complete lead service line replacements where applicable, along 7th Street, Central Avenue, Flatrock Drive, Lafayette Avenue, and Middle Road to reduce the risk of lead exposure and improve the operation of the system by reducing water loss; and miscellaneous water main relocations to address existing insufficient separation distances, protecting water quality within the distribution system. Total cost of this project is estimated to be approximately $21,038,500. The Columbus City Utilities will finance the project with a loan from the SRF Loan Program for a term and annual fixed interest rate to be determined at loan closing. Monthly user rates and charges may need to be analyzed to determine if adjustments are required for loan repayment.
