Description

ADVERTISEMENT TO BID Sealed bids for the Sunset Drive Sewer Extension project will be received for furnishing labor and materials and performing all work set forth in the Advertisement to Bid, Information for Bidders, Bid Form, General Conditions, Supplementary Conditions, Specification Special Conditions, Technical Specifications and Plans (Drawings) prepared by Potesta & Associates, Inc., and all addenda issued prior to receipt of Bids. The Work to be bid upon is generally described as follows: One new prefabricated duplex grinder pump station. Approximately 860 linear feet of 2-inch PVC force main. Approximately 440 linear feet of 6-inch PVC gravity sanitary sewer line. Three (3) precast concrete manholes with frames and lids. Approximately 100 square yards of WVDOH Type A trench replacement. Other sanitary sewer line components. Construction time limit for the Contract is 90 consecutive calendar days to substantial completion for Base Bid work. Drawings, Specifications and Contract Information for Bidders and Form of Proposal will be furnished upon request. The two-envelope system will be used for bidding this project. Envelope No. 1 will contain the required bidder information as outlined in the Contract Documents. Envelope No. 2 will contain the Form of Proposal only and be separate from Envelope No. 1. The two envelopes shall be held together with clips or rubber bands. Both sealed envelopes containing the Bidder Information and Form of Proposal must have the following information clearly printed or typed on the front lower left hand corner of each envelope. ENVELOPE NO. 1: "ENVELOPE NO. 1 Bid on Sunset Drive Sewer Extension to be submitted by 2:00 P.M., L.P.T., on June 15, 2023. Bidder Information: Submitted by: (insert name and address of bidder)." ENVELOPE NO. 2: "ENVELOPE NO. 2 Bid on Sunset Drive Sewer Extension to be submitted by 2:00 P.M., L.P.T., on June 15, 2023. Bidder Information: Submitted by: (insert name and address of bidder)." Envelope No. 1 will be opened first and the Bid Bond, Power of Attorney, Certificate of Compliance and other pertinent and required documents will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder. The successful low bidder will be provided four (4) complete sets of plans and specifications at no additional cost after the contract has been signed. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Huntington Sanitary Board in an amount not less than five percent (5%) of the base bid. Huntington Sanitary Board reserves the right to reject any and r all bids. Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by the Huntington Sanitary Board and West Virginia Infrastructure and Jobs Development Council. Bidders must comply with the President's Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, WV Jobs Act, the Anti Kickback Act, Section 3 Segregated Facilities, Section 109 and the Contract Work Hours Standard Act. Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin. Federal Law prohibits discrimination on the grounds of race, color, national origin, religion, age, handicap and sex in this project. Minority firms are particularly encouraged to participate. Bidders are required to have West Virginia Contractor's license per Section 21-11-11 of the West Virginia code. Bidders must comply with Disadvantaged Business Enterprise utilization or EPA Federal Regulation 40 CFR Part 33 - Procurement Under Assistance Agreements stated that loan recipients and Contractors must comply with the six affirmative steps as outlined on 33.240 and any other requirements of the state. "DBE REQUIREMENTS" Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The Bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a property signed bid. The Bidder agrees to make "good faith efforts" to subcontract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term "subcontractor" includes all construction, modification, and service work contracted for by the Bidder in the execution of the work under this contract.
