Description | This is a combined synopsis / solicitation for a contractor to furnish labor, material, tools and ancillary services necessary to complete the installation of four windows. The contractor will inspect current condition of four identified windows with Sector New Orleans personnel prior to the commencement of work. The approximate dimensions of windows are: Two (02) 240" x 70" and Two (02) 336" x 70". The contractor will inspect, renew, and replace the window frame seals and glazing. The contractor will operationally test new window frame seals for leaks and demonstrate proper functionality prior to the completion of work. The contractor will be responsible for maintaining cleanliness throughout the work project area. Refuse and excess waste materials resulting from construction shall be properly disposed of by the contractor. The contractor shall comply with OSHA Safety and Health standards 29 CFR Part 1926 - Safety and Health Regulations for Construction. The contractor is to provide barriers, temporary fencing, trench covers, fall protections, etc. where work could cause injury to workers, visitors, or Coast Guard personnel. All work to be completed in a manner as to cause only minimal disruption of facility operations. The contractor shall submit information to staff for proper screening prior to entrance to any secured spaces. The contractor shall perform this construction contract between the hours of 08:00 am and 4:00 pm Monday through Friday excluding any holidays. A firm fixed price construction contract will be awarded to the contractor with the lowest priced offer. This is set-aside 100% for small business. U. S. Coast Guard Sector New Orleans, LA Window Frame Seal Replacement Objective Statement: In the performance of this service, the contractor shall complete the work listed below for the inspection, replacement, and resealing of various window frame seals at the Sector building including the logistics offices located at U.S. Coast Guard Sector New Orleans located at 200 Hendee St, New Orleans, LA 70114. Required Work Tasks to be completed by the Contractor: The contractor shall furnish trained, qualified personnel and any required special tools, PPE, equipment, materials, and ancillary services necessary to complete the work tasks listed below: 1. Contractor will inspect current condition of (4) identified windows with Sector engineering personnel prior to start of work. The approximate dimensions of windows are as follows: (2) 240" x 70" & (2) 336" x 70". 2. Contractor will inspect, renew, and replace the window frame seals and glazing at the Sector New Orleans building. 3. Contractor will operationally test new window frame seals for leaks and demonstrate to Sector engineering staff proper operation prior to completion of project. 4. Contractor will be responsible for maintaining cleanliness of work area throughout the project. Refuse, excess or waste materials resulting from construction operations shall become the property of the Contractor and shall be recycled and/or disposed of off Government property. All refuse or recycling disposal shall be done in accordance with federal, state, and local laws and regulations. 5. During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction. The contractor shall provide barriers, temporary fencing, trench covers, fall protection, etc. wherever work could cause injury to workers, visitors, Coast Guard personnel, or dependents. 6. All work will be competed in a manner that has minimal disruption to the facility operations. 7. Contractor will submit information of staff to Sector for proper screening and background checks prior to entering any secured spaces. Coast Guard Technical Representative and Site Visitation Point of Contact: The contact person for access to the facilities upon award of a task order is CWO Timothy McGuyrt at (504) 491-1261. The contractor shall perform all work during normal business hours (0800 to 1600) Monday thru Friday excluding any holidays. All employees of the contractor shall check in and out with the Point of Contact/Sector gate guard and be in attire that identifies them to be with the contractor. RFQ Type of Award and Price Quotes: Quotes should be offered as Firm Fixed Price based upon site conditions with a detailed price breakdown from an experienced and knowledgeable estimator. Pricing should provide enough detail to enable the Government to compare quotes and assure the contractor's offer reflects a full understanding of the conditions of the grounds, facility and the level of effort required to meet the SOW objectives. Response time to mobilize to the site, render services, and get the facility fully and safely operational will be rated higher in a best value assessment of offers over price considerations. |
