*** 5/3/22 1 addendum has been released, to view go to Sam.gov and search for RFP 140P2022R0017 *** WORK COVERED BY CONTRACT DOCUMENTS A. Project Location: Death Valley National Park, Scotty's Castle HVAC Replacement at the Main House and Annex, Project site is located in California. B. The Work consists of the following: 1. The Work includes the removal of the existing water source heat pump (WSHP) HVAC system at the Castle Main House and Annex and shall be replaced with a new 4-pipe boiler/chiller system with new air handling units (AHU) in the Castle Main House and Annex. The work includes selective demolition at the Castle Main House, Annex and Stables, installation of new HVAC and electrical systems, protection of existing historic fabric, selective site work, trenching for installation of new MEP infrastructure, modifications to existing interior partition framing at the Stables, construction of a new mechanical room at the Stables, construction of a new cooling tower and cooling tower enclosure east of the Stables, and construction of a new effluent disposal system for the cooling tower effluent. C. Project will be constructed under a single prime contract. 1.3 WORK PHASES A. The Work shall be conducted in one phase. DEVA - 236691 01 11 00 - 2 091015 SUMMARY OF WORK1.4 WORK UNDER OTHER CONTRACTS A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the Work of this Contract with work performed under separate contracts. B. Preceding Work: Government will award separate contract(s) for the following construction operations at Project site. Those contracts may be in progress when the work of this contract is underway. 1. DEVA site utility work- PMIS 227657: A separate contract will be awarded to the successful bidder (contractor TBD) for the construction required to upgrade the existing utility infrastructure at Scotty's Castle. C. Concurrent Work: Government will award separate contract(s) for the following construction operations at Project site. Those operations may begin or be in progress during execution of the work of this contract. 1. DEVA Flood Protection Structures - DEVA 227682 : A separate contract will be awarded to the successful bidder (contractor TBD) for the site improvement construction to add drainage swales and earthen berms to mitigate the impact of future floods on the Scotty's Castle complex of buildings. 2. DEVA Visitor Center Rehabilitation -DEVA 227652 : A separate contract will be awarded to the successful bidder (contractor TBD) for the rehabilitation of the flood damaged Visitor Center which includes grading improvements to the courtyard between the Visitor Center and the Castle Main House and Annex. D. Future Work: Government will award separate contract(s) for the following additional work to be performed at site after Substantial Completion. Completion of that work will depend on successful completion of preparatory work under this Contract. 1. DEVA 234012: Repair of telecommunications at Scotty's Castle. 1.5 GOVERNMENT-FURNISHED MATERIALS A. Government will furnish products indicated. 1. Government will arrange and pay for delivery of Government-furnished items according to Contractor's Construction Schedule. 2. After delivery, Government will inspect delivered items for damage. Contractor shall be present for and assist in Government's inspection. 3. If Government-furnished items are damaged, defective, or missing, Government will arrange for replacement. 4. Contractor is responsible for receiving, unloading, and handling Government-furnished items at Project site. 5. Contractor is responsible for protecting Government-furnished items from damage during storage and handling, including damage from exposure to the elements. 6. If Government-furnished items are damaged as a result of Contractor's operations, Contractor shall repair or replace them. DEVA - 236691 01 11 00 - 3 091015 SUMMARY OF WORK7. Contractor shall install and otherwise incorporate Government-furnished items into the Work. B. Government-Furnished Products: 1. Salvaged clay tile from park inventory for wall cap at new cooling tower enclosure - coordinate location of existing clay tiles with Contracting Officer. 1.6 CONTRACTOR USE OF SITE A. General: Contractor shall have limited use of the site for construction operations. Limit use of premises areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated. 1. Limits: Confine constructions operations to the area as indicated on the Staging Plan included in the drawings, refer to sheet G0.4. Further, the contractor shall only have access to the Castle Main House Basement and Annex Basement to perform work. For portions of work that require access to main or upper floors of the Main House and Annex, contractor shall coordinate with Contracting Officer to schedule work for an appropriate time. 2. Limit site disturbance, including earthwork and clearing of vegetation, to 20 feet beyond building perimeter; 10 feet beyond surface walkways, patios, surface parking, and utilities less than 12 inches in diameter; 15 feet beyond primary roadway curbs and main utility branch trenches; and 25 feet beyond constructed areas with permeable surfaces (such as pervious paving areas, storm water detention facilities, and fields) that require additional staging areas in order to limit compaction in the constructed area. 3. Contractors shall limit the weight of vehicles at the construction site to 6,000 lbs. maximum or the drive surface must be covered with steel plates. This restriction specifically applies to driveways over top of the existing sub-grade tunnels. B. No work will be allowed within 0.25 miles (1,320 feet) of the wetlands shown in the plan below from April 10 to August 16. However, work may resume after June 24 if the Government determines that no Threatened or Endangered bird species is present in the area. DEVA - 236691 01 11 00 - 4 091015 SUMMARY OF WORK1. No work will be allowed at any time within 50 ft of active bird nests. 2. No work will be allowed within 100 ft of active raptor nests. 3. The Contracting Officer shall be notified immediately of any bird nests discovered near the project site. C. Site Access: Death Valley National Park restricts commercial vehicles travel on the roads accessing the site. A permit will be issued by Death Valley National Park covering contractor deliveries to the site as follows: 1. When observed by law enforcement officers, commercial vehicles will be stopped and asked to show proof of local delivery to the project. 2. Proof of local delivery shall be a document that identifies the name of the general contractor, the general contractor's contract number, and the delivery locations of Scotty's Castle. Acceptable forms of proof of local delivery shall only be: a. A business card created by the general contractor with the required information on it, provided by the general contractor to the commercial vehicle operator, or b. A bill of lading that includes all of the required information. 3. There shall be no additional cost to the government for delivery delays caused by law enforcement stop of commercial vehicles, or failure of the delivery vehicle to have on hand require proof of local delivery. 4. Contractor shall be aware, and make all delivery companies aware, that commercial traffic on "Daylight Pass Road" from Beatty Nevada to CA190 is excluded from any permit for commercial vehicles and that route may not be utilized by commercial vehicles under any circumstance. D. Storage of Materials: Confine storage of materials to the area as indicated on the Staging Plan included in the drawings. E. Protection of Historic Fabric/Features: 1. Contractor is required to attend a briefing with DEVA historic preservation staff prior to commencing construction work onsite. Contractor superintendent will be provided information regarding allowable behaviors onsite as it relates to impact on historic fabric and features. 2. Contractor is required to brief each contractor and subcontractor staff member of the same information immediately upon arrival at the jobsite. 3. Contractor is required to keep a log of contractor/subcontractor employees who have been briefed including name, company, position, and briefing date. Records shall be updated and provided to the Contracting Officer bi-weekly. F. Preservation of Natural Features: 1. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. 2. Provide temporary barriers to protect existing trees and plants and root zones. 3. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction. 4. Do not fasten ropes, cables, or guys to existing trees. 5. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage. DEVA - 236691 01 11 00 - 5 091015 SUMMARY OF WORKG. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. 1. Schedule deliveries to minimize use of driveways and entrances. 2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site. H. Construction Camp: Establishment of a camp within the park will not be permitted. I. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment. J. Preservation of Cultural Resources: Scotty's Castle Main House, Annex and Stables are all contributing structures in the Death Valley Scotty Historic District, which was listed on the National Register of Historic Places in 1978. The Main House, Annex and Stables are all constructed in the "provincial Spanish" style which is a defining characteristic of the structures within the complex and is comprised of: textured/troweled stucco finish, antiquated redwood elements (fascia, rafter tails, gates, vertical plank doors, windows), and mission style clay roof tiles. Interior character defining features at the Main House and Annex consist of original redwood tongue and groove ceiling, highly detailed carved redwood trusses and ceiling joists, interior plaster walls (4 different finish types found throughout the Main House and Annex), tile flooring and ornate ironwork (light fixtures, railings, hardware). Interior character defining features within the work area at the Stables include original windows and large wooden trusses. Scotty's Castle is also considered a cultural landscape with character defining features including the historic swimming pool adjacent to the Main House, wishing well, water feature (north of the Visitor Center) and the style of landscaping commonly found throughout the Castle complex. This project replaces critical HVAC, plumbing and electrical in the Castle Main House and Annex; the absolute utmost care and craftsmanship must be employed when working in any space within the Main House, Annex and Stables. All work must be conducted in accordance with the Secretary of the Interior's Standards for Rehabilitation. 1.7 PUBLIC USE OF SITE The site will be open to the public 7 days a week during normal business hours. 1.8 OCCUPANCY REQUIRMENTS FOR BUILIDINGS A. Existing Buildings 1. Partial Government Occupancy: Government will occupy the premises during entire construction period, with the exception of areas under construction. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's operations. Maintain existing exits, unless otherwise indicated. DEVA - 236691 01 11 00 - 6 091015 SUMMARY OF WORKa. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the Contracting Officer (CO). 1.9 CONDUCT OF OPERATIONS A. At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent. B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 72 hours in advance of the work to the Contracting Officer for approval. C. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer. 1.10 WORK RESTRICTIONS A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 6:00 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated. 1. Weekend Hours: Not allowed unless approved in advance by Contracting Officer. Submit requests 72 hours in advance to the Contracting Officer for approval. 2. Early Morning Hours: Will be allowed with prior approval from Contracting Officer 3. Hours for core drilling or other noisy work: No restrictions 4. The site is to be locked outside of normal business hours. Contractor shall ensure the site is locked if contractor leaves after normal business hours. 5. It is anticipated that construction activities will be restricted for certain months of the year due to the Migratory Bird Treaty Act. Coordinate with Contracting Officer regarding specific requirements and restrictions. B. Existing Utilities 1. Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation. 2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. 3. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract. C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated: 1. Notify Contracting Officer not less than two days in advance of proposed utility interruptions. 2. Do not proceed with utility interruptions without Contracting Officer's written permission. 3. Hours for Utility Shutdowns: 8 hours maximum. DEVA - 236691 01 11 00 - 7 091015 SUMMARY OF WORKD. Designated Smoking Location: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes. 1. Contracting Officer to locate a designated smoking location during construction. E. Maximum Vehicular Weight: Contractors shall limit the weight of vehicles at the construction site to 6,000 lbs. maximum or the drive surface must be covered with steel plates. This restriction specifically applies to driveways over top of the existing sub-grade tunnels. 1.11 SPECIAL CONSTRUCTION REQUIREMENTS A. Project Website: A project website administered by the NPS will be used for purposes of managing communication and documents during the construction stage. 1. See Section 01 31 00 "Project Management and Coordination" for requirements on using the Project Website. 1.12 SOILS INVESTIGATION REPORT A. A soils investigation report entitled Geotechnical Evaluation dated 07/28/2017 has been prepared by Ninyo & Moore B. A copy of the report is available to all plan holders with this package and is in the appendix. C. If conflicts occur between the report and drawings or specifications, the drawings and specifications govern. 1.13 ADDITIONAL REPORTS A.
