Description

formerly known as the Community Commons at 421 S. Green Ave. As of March 2022, a developer has been awarded. The developer has held several community meetings. An architect has been selected, stage of design has yet to be determined. Developer will likely self preform the general contracting. Construction is estimated to begin third quarter. *The closed solicitation has been included below for reference: The City of New Richmond is interested in forming a public-private partnership with qualified developers (individuals, firms, or teams) to create a mixed-use development focused on constructing a new 21st Century public library at 421 S Green Avenue, New Richmond, WI. Through this RFQ process, the City seeks to determine possible interest from private developers and gain a preliminary understanding of what type of land use, ownership structure, and financial arrangement would be feasible and of interest. Through this RFQ, the City will select finalists for further consideration through a competitive request for proposal (RFP) process. The Site is a flat, shovel-ready 3.9 acre parcel located at 421 S Green Avenue (PID 261-1145-95- 200). The Site is located only one block away from the historic downtown business corridor and Knowles Avenue/State Highway 65, which has an average daily traffic count of 12,600 vehicles per day. The downtown is home to several commercial businesses and professional services, including but not limited to a grocery store, restaurants, bakery, financial institutions, insurance agencies, post office, hair salons, and shops. The Site is also within walking distance of other local points of interest including but not limited to the New Richmond Area Centre, Starr Elementary School, New Richmond Middle School, Citizens Field, and Mary Park. The Site is presently owned by the City of New Richmond and has a zoning designation of Z5 Traditional Neighborhood. This zoning district allows for several possible uses, including but not limited to: library, clinic, corner store, school, childcare facility, corner office, townhomes, multi-family residential, and single-family residential. Any additional uses allowed on the Site must be compatible and complementary to a public library and to the surrounding neighborhood, and address additional community needs. Buildings may be up to three stories in height, and there is a 40% maximum lot coverage limit. Municipal water, sewer, and electric are readily available to the Site. Responses to this RFQ shall be submitted in an electronic format via email. The owner is currently exploring the feasibility of a mixed-used library via a public-private partnership and have a RFQ available online seeking interested private developers. There are no immediate plans to engineer/design the building or proceed with construction at this time, and fund have been allocated by the City Council. *Absolutely no inquiries will be accepted by the architect at this time. Unsolicited inquiries may result in disqualification in any future bidding opportunities.
