Description | Presolicitation Notice Page 4 of 4 Presolicitation Notice Page 1 of 4 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Construction Project - West Campus - located at the Captain James A. Lovell VA Medical Center (VAMC) located in Chicago, Illinois. PROJECT DESCRIPTION: The scope of this project includes but is not limited to the following infrastructure improvements: Contractor shall provide all tools, materials, labor, quality assurance, and supervision for renovations resulting in a complete, compliant, and fully-functional project, including proactive safety and infection control compliance, selective demolition, installation, testing, and certification of significant volume of Cat6a and fiberoptic telecom cabling throughout all buildings as well as between each, normal and emergency electrical distribution system improvements (i.e. power distribution panels, lighting, controls, receptacles, grounding-bonding, UPS, etc.), physical security and access control system upgrades, HVAC system improvements (upgrades, new systems, etc.), finishes including walls, floors, and ceilings of new or altered rooms, and more as described in the design and specification documents, throughout all buildings. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in late April of 2023 (This is just an approximate timeline, please monitor sam.gov for the posting of the solicitation). The period of performance is approximately 444 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
