Description

Sealed Bids will be received by the City Council of the City of San Mateo, California, for ON-CALL REHABILITATION AND REPLACEMENT SERVICES and as described in this Contract Book. The Work described requires that the Bidder be licensed by the State of California as a Class A Contractor. The City of San Mateo Wastewater Treatment Plant (WWTP) is a secondary treatment facility with a National Pollutant Discharge Elimination Permit (NPDES) minimum discharge capacity of 15.7 million gallons per day (MGD) and up to 60 MGD in wet weather. The main liquid treatment process consists of primary clarification tanks, secondary treatment through aeration basins and secondary clarifiers, and disinfection/dechlorination prior to discharge into the San Francisco Bay. The solids treatment process consists of gravity sludge thickeners for the primary sludge, dissolved air flotation thickening of the secondary sludge, anaerobic digestion, and dewatering by centrifuges. The WWTP uses an in-house maintenance group for preventive maintenance and repairs. The WWTP maintenance group is not staffed with all possible specialty workers for needed work; the group are also not outfitted with major construction equipment. Therefore, external contracting services is required on occasion for WWTP repairs and projects. In the event of an imminent equipment or process failure or other critical situation, the WWTP may need the services of an on-call contractor with the appropriate specialized skills and heavy construction equipment. The City intends to contract with a construction company that has the proper licenses, skills, and equipment to provide planned or emergency services on an as-needed basis. Wastewater Treatment Plant On-Call Rehabilitation and Replacement Services is generally described as follows and includes two types of work categories: Planned Work includes Capital Improvements or Operations and Maintenance projects which are important to plant operations, however, are not critical from a timing perspective. Work may include, but not be limited to replacing a pump nearing the end of its useful life or installing new equipment. This work is on-call and on an as-needed basis, thus the City cannot guarantee that Work will equal the cost of the full contract fee. Emergency Work which needs to be completed as soon as possible to maintain safe operations of the plant, and/or protect WWTP staff and the public. Contractor shall be able to respond to the City or Resident Project Representative (RPR) within 8 hours of notice, and mobilize within 24 hours. The Contractor's workforce and equipment shall be at a reasonable proximity to the WWTP in order to respond to the service requests. This work is on-call and on an as-needed basis, thus the City cannot guarantee that Work will equal the cost of the full contract fee. In general, the scope of planned or emergency work may include, but not be limited to, the installation and/or repair of pipes, concrete walls, valves, slide/sluice gates, electrical systems, metal and concrete tanks, sumps, pumps, ducts, and typical wastewater equipment. The work may also involve the removal of hazardous materials. City shall pay, and the Contractor shall accept, payment for the work in accordance with the bid items and unit prices set forth in Contractors response to the Citys request for quotations. All Bids shall be accompanied by a Bid bond, cashier's check, or certified check made payable to the City of San Mateo in an amount not less than ten percent (10%) of the aggregate amount of the Bid. The contract(s) resulting from this solicitation will be in the form of a two-year contract, not to exceed $300,000. At the City's discretion, three (3) one-year extension options may be executed with additional budgets of up to $150,000 for each year. No individual Task Order shall exceed $100,000. The unit prices shall be fixed for the first two-year contract term. Unit rates for one-year extension options shall not be increased more than 3% per year in comparison to the original unit prices, or 3% more than the prevailing wage unit rate associated with the service and/or equipment at the start of each extension option year, whichever is higher. The right is reserved, as the interest of the City may require, to reject any or all Bids, to waive any informality in Bids, and to accept, modify, or reject any items of the Bid, or in the case of a single Bid being received to extend the acceptance date by up to thirty (30) days with notice. The City of San Mateo is a charter City and any Contract entered into is subject to the provisions of the City of San Mateo Charter, which may supersede certain provisions of the Public Contract Code and other provision of state law. The City reserves the right to solicit for bids to perform work both in connection with the contractor's work and in general. The City may also engage its own workers to perform part of the work. The Contractor shall properly connect and coordinate the work with the other contractor and/or the City workers. To ensure performance, City reserves the right to retain five percent (5%) of the Contract price for 35 days after it records the Notice of Completion for a given task order.
