Solar Photovoltaic (PV) Systems - Phase 1

The District generally expects that each site will enjoy an economy of scale such that it will be advantageous to maximize Solar PV System production given the space available, subject to the limitation that for Los Angeles Department of Water and Power (LADWP) sites. For Southern California Edison (SCE) sites, the value of overproduction at one District site may be applied as a bill credit to other District accounts, so Solar PV Systems on SCE accounts may be oversized relative to the usage at the solar sites. The District expects Proposers to develop their Proposals subject to these considerations and constraints. Proposers should design the systems that they believe achieve the best balance of production and cost effectiveness (i.e., kWh production over 25 years and cost- effectiveness - cost per unit output over the 25-year span as well as the expected value of the avoided utility purchases and available solar incentive payments made possible by the Solar PV production). In the case of solar carports/canopies, Proposers may utilize either fixed angle or tracking arrays in an effort to achieve this balance. Proposals submitted in response to this RFP, depending on the program or strategy proposed shall have the option to assume the District's intent for an outright purchase and ownership of the Solar PV System.
