Description | TEGGUN STEWARDSHIP IRSC, Region 2, Black Hills National Forest, Mystic Ranger District, South Dakota Background: This contract shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014--Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Project Location: The project is located approximately 12 miles west of Rapid City, SD in and around Pactola Lake Recreation Area. The project extends from Pactola Lake south to Edelweiss Mountain Road (FSR 251), and from Highway 385 west to FSR 249. The total project area is approximately 6,393 acres, including 1,264 acres in the Pactola developed recreation complex. The entire project is within the administrative boundaries of the Mystic Ranger District on the Black Hills National Forest in South Dakota. Legal description is T1N R5E, Sections 2-11, 14-18, 20 and 21; T1N R4E, Sections 1 and 11-14; T2N R5E, Sections 31 and 32; BHM; Pennington County, South Dakota, surveyed. Description of Work: The Mystic Ranger District on the Black Hills National Forest is soliciting the Teggun Stewardship IRSC to increase the resiliency of the project area to wildfire, insect, and disease outbreaks; increase stand vigor; and improve and protect wildlife habitat. Commercial and non-commercial treatments will be accomplished through a variety of silvicultural and fuels management activities to reduce stand density, remove pine encroachment from hardwoods, and manage ladder and surface fuels within stands. The contract will include Forest product removal of sawtimber and non-saw logs with green biomass offered as product subject-to-agreement on approximately 1,183 acres within the overall project area. The following work activities are anticipated as service items: 1. Cut and Remove Included Timber 2. Road Reconstruction 3. Fuel breaks and Right of Way clearing along selected roads 4. Precommercial thinning with mastication 6. Surface Fuels Treatments 7. Treatment of noxious weeds Additional acres of precommercial thinning with mastication and road maintenance will be included as Optional service items. NAICS 115310: Support Services for Forestry. Forest Fire Suppression and Fuels Management Services. Size Standard: 20.5M Fuels Management Services. A site visit is scheduled for Thursday, August 18, 2022, at 9:00 a.m. MT to view the project area and discuss the objectives of this contract. The meeting will take place at the intersection of Edelweiss Mountain Road and FSR 156 which can be navigated to by heading west on Sheridan Lake Rd from Rapid city for approximately 14 miles, turning north onto U.S. Hwy-385 for approximately 4.3 miles, turning north-west onto Custer Gulch Rd for approximately 0.3 miles, turning west onto Edelweiss Mountain Rd, and the destination will be approximately 1.4 miles on the north side of Edelweiss Mountain Rd. Follow this notice for future notifications. All Contractors must be actively registered in the System for Award Management (SAM) https://SAM.gov to be eligible for award under this solicitation. Registration in SAM is a free service. Failure to register may cause your firm to be non-responsive and removed from consideration for award. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract.
