Description

Bids received after the stated deadline for submission will not be accepted. Pre-qualification of bidders is not required. All work shall be performed in strict accordance with the Contract Documents. The work contemplated by Smithville Municipal Airport, for which proposals are invited, includes but is not limited to furnishing of all labor, materials, equipment, incidentals, and tools, and miscellaneous services required for the construction and completion of the project and submission of material submittals, forms, applications, equipment warranties/registration and other documents, as required by applicable regulatory authorities. General work elements for the mitigation of obstructions (trees) and restoration of properties in the approaches of both Runways 6 and 24 Any and all questions related to the contract documents shall be directed to Bob Shaefer, PE with CHA at rschaefer@chacompanies.com. No phone calls. All Bidders shall be licensed contractors as required by the "CONTRACTOR'S LICENSING ACT OF 1994", Tennessee Code Annotated, Section 62-6-101, et seq. Bidder's attention is directed to section 62-6-119, Tennessee Code Annotated. The proposal must be accompanied by a properly completed "CONTRACTOR LICENSE FORM" provided in these project documents. Each subcontractor shall be listed on the Contractor License Form, including the name, license number, and classification, unless the amount of the contract is less than $25,000. Bids received that are not in compliance with TCA will not be considered. All proposals shall include a Bid Form, acceptable Bid Security, Contractor's Financial Statement, and other attached documents required by the Contract Documents. Any bid not accompanied by the aforementioned required items shall be deemed non-responsive. Bonds. Bid security in the form of a bid bond equal to 5% of the total bid is required as assurance that the bidder will, upon acceptance of his bid, execute contractual documents within ten (10) calendar days following notice of award. Such bid guarantee shall be made payable to the City of Smithville. Contract security in the form of 100% Performance and Payment bond (each) will also be required if awarded the project. The Right to Reject Any or All Bids and To Waive Technicalities is Reserved. The owner reserves the right to reject any or all bids and to waive formalities, except for conditions affecting Executive Order 11246. Bids must remain in effect for 180 days. COMPLIANCE REPORTS Within 30 days after award of this contract, the contractor shall file a compliance report (Standard Form 100) if: a. The contractor has not submitted a complete compliance report within 12 months preceding the date of award; and b. The contractor is within the definition of employer in paragraph 2e (3) of the instructions included in Standard Form 100. The contractor shall require the subcontractor on all-tier subcontracts, irrespective of dollar amount, to file Standard Form 100 within 30 days after award of the subcontract if the above two conditions apply. Standard Form 100 will be furnished upon request. This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established.
