Description | The City of Panama City Beach is requesting sealed Bids for repairs on 143 streetlights that sustained damage during Hurricane Michael (see location map Appendix E). The streetlights in need of repairs or replacement are located along a stretch of road covering Front Beach Road from North Thomas Drive to South Thomas Drive and South Thomas Drive from Front Beach Road to Thomas Drive. One entire light structure needs replacing, all 143 require replacement of the arm (either single or double) and lighting fixture, and all 143 need rewiring. Florida Power and Light has an agreement with the City to replace all LED fixture heads after all repairs have been completed. The Contractor shall provide all labor, material, and equipment required to complete the Work described in this Contract including any necessary temporary traffic control (TTC), mobilization, and demobilization costs. All lighting repair and replacement operations must be in accordance with all applicable federal, state, and local laws and regulations. The Contractor shall provide proper documentation to the City for all lighting repair and replacement operations to ensure reimbursement eligibility to the City from the applicable Federal Disaster Reimbursement Program(s) (FDRP), which includes but is not limited to, programs of the Florida Department of Economic Opportunity (DEO) and the Federal Emergency Management Agency (FEMA). Alternatively, one original and one copy along with an electronic copy (USB flash drive preferred) may be delivered to the City Hall Office . Any sealed Bid submitted on paper must identify and clearly mark the Bid # PCB23-26 ITB Panama City Beach Front Beach Road and South Thomas Drive Roadway Lighting Repair and Improvement on the package. Receipt of a Bid by any Panama City Beach Office, receptionist, or personnel other than the City Halls front desk does not constitute receipt as required by this solicitation. The time received at City Hall shall be conclusive as to the timeliness of receipt. A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Panama City Beach (City) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 30 days after opening. All bidders shall be Florida Department of Transportation Pre-Qualified and must provide proof of pre-qualification prior to Notice of Award. Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida. All bidders shall be certified in the following FDOT work classes: Electrical Work Traffic Operations - Lighting Grassing, Seeding, Sodding Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida. All work shall be in conformance with the latest edition of the FDOT Roads and Bridges Manual. Bidders must submit all questions, if any, in writing at least seven (7) days prior to the BID date. If necessary, questions will be answered as Addenda and will be issued to the Contract Documents and posted on the City. It is the sole responsibility of the bidder to determine if any addenda have been issued. The due date for questions will be by the close of business on August 21, 2023. Any and all questions regarding the Bidding documents shall be directed to City of Panama City Beach Purchasing Manager: Carrie Jagers, via email: Purchasing@pcbfl.gov. Contact with any other City official or City employees for the purpose of inquiries regarding this bid or the meaning or interpretation of these specifications shall be grounds for disqualification. The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines that the lowest bidder does not offer the reliability, quality of service or product afforded by such other Bidder. |
