Description

Bartow County Parks and Recreation has been awarded a Land and Water Conservation Fund (LWCF) grant to design and construct the first phase of a new mountain bike trail system, located on County owned greenspace on Wilderness Camp Road. Phase I will consist of trailhead amenities (picnic tables, benches, restrooms, drinking water fountain, bike workstation and pet waste bag dispenser) and the first 3.79 miles of beginner bike trails. The purpose of this RFP is to solicit proposals for the construction and installation of the Phase I portion of the trail and trailhead amenities. Wilderness Camp Greenspace (34.19227, -84.70279) Parcel # 0113-0081-001 Nearby facilities o Bartow County Fire Station 13 (293 Wilderness Camp Rd SE, White, GA 30184) - approximately 0.2 miles away from project site o Cherokee Retreat Center (370 Wilderness Camp Rd SE, White, GA 30184) - approximately 0.5 miles away from project site Bartow County is requesting proposals from qualified individuals or firms to provide trail construction services for the completed trail design of Phase I of the Wilderness Camp Mountain Bike Trail System. Phase I includes 3.79 miles of beginner mountain bike trails, as well as the installation of trailhead amenities (picnic tables, benches, restrooms, drinking water fountain, bike workstation and pet waste bag dispenser). Trail Design o Trail design and flagging for all trail segments included as part of Phase I has been completed and is not part of this RFP. o Trail alignments and trail specification matrix provided by trail designer included below. Trail Construction o Beginner mountain bike trails o Incorporate local, on-site materials into trail construction where feasible. Contractor may provide additional materials as needed. o Trail segment 201: 0.15-mile-long uphill preferred, beginner, shared-use bike optimized trail (additional details on page 6 and 10 of the attached design brief) o Trail segment 202: 0.16-mile-long downhill preferred, beginner, shared-use trail (additional details on page 6 and 10 of the attached design brief) o Trail segment 204: 0.79-mile-long beginner, shared-use, bike optimized cross country style trail (additional details on page 8 and 10 of the attached design brief) o Trail segments 205A, 205B, and 205C: 2.2-mile-long double loop trail (additional details on page 9-10 of the attached design brief) o Skills section of beginner trails o Trail segment 203: 0.5-mile-long beginner skills development loop. Should use local, on-site material such as rocks and logs to create technical trail features (additional details on page 7 and 10 of the attached design brief) o Wayfinding signage throughout trail o There are no existing designs for signage. At minimum, there must be a system map at Hubs A and B and directional/trail segment name signs at regular intervals along trails. Proposals may include combination of signage design and installation based on Contractor preference (ex. Contractor works with County to design signage and installs or County designs and orders signage and Contractor just installs) Trailhead Amenities o Single Vault Toilet o Picnic Tables (3) ADA option where possible o Benches (2) ADA option where possible o Bike Workstation (with air pump) o Water Fountain o Pet Waste Bag Dispenser (will be provided by the County, just needs to be installed by Contractor) o Parking Lot Entrance Sign (Similar to the wayfinding signage description above. No design for the entrance sign exists currently. Proposals may include combination of signage design and installation based on Contractor preference (ex. Contractor works with County to design signage and installs or County designs and orders signage and Contractor just installs) o Trailhead Kiosk Sign (Similar to the wayfinding signage description above. No design for the kiosk sign exists currently. Proposals may include combination of signage design and installation based on Contractor preference (ex. Contractor works with County to design signage and installs or County designs and orders signage and Contractor just installs) Access/Staging o An onsite gravel parking lot is being constructed separately from this RFP. Once completed, the Contractor will have access to the project site from the newly constructed entrance off of Wilderness Camp Road and will be able to use the 54-parking space parking lot as a staging area. o The project site is forested and not maintained for passenger vehicle traffic, and it is up to the contractor to make a transportation plan based on the conditions they observe on the site and the capabilities of their vehicle and equipment. Pre-submittal site visit (optional) Site walkthrough available by request (see contact info below) Deadline for request for clarifications/questions August 7, 2023. Any questions that arise from the site visit must be submitted by August 7, 2023 in order to get a response by August 8, 2023. Responses to request for clarifications/questions published August 8, 2023 Anticipated award announcement August 2023 Trail construction completed September 30, 2024 Contractors shall submit lump sum price to complete the Scope of Work described above. Budget must outline major components of work and anticipated expenses itemized according to: Labor, materials, site preparation, machine operation, mobilization, etc. The budget section should also include a narrative about cost saving measures and how methods used will achieve the scope of work outlined, and how the contractor will meet desired completion dates and stay within the stated budget. Information/pricing included in response to this RFP must remain valid for a minimum of 60 days after response deadline. All proposals must be accompanied by a Bid Bond or Certified Funds in the amount of 5% of the proposal cost. Both a Performance and a Payment Bond will be required in an amount equal to 100% of the Contract Price. Proof of General Liability Insurance and Workman's Compensation Insurance valued at $1 million will be required with the Bartow County Commission listed as an additional insured. Elected officials serving Bartow County and its associated municipalities reserve the right to reject any and all proposals, to negotiate changes in the scope of the work or services to be provided, to negotiate with any firm, and to otherwise waive any and all technicalities.
