Description

The City of Greeley Water and Sewer Department receives regulatory oversight from the Water Quality Control Division (WQCD) of Colorado. The WQCD issues National Pollutant Discharge Elimination System (NPDES) permits as required by the Clean Water Act. The operational entities within the City's Water and Sewer Department require regulatory assistance in both the interpretation and negotiation of NPDES permits as well as other regulatory compliance issues. Regulatory issues currently of concern to the City include but are not limited to; PFAS, TENORM, Regulation 85, Regulation 31, chemical evaluations, and Water Quality Policy 23. Other unforeseen regulatory issues may arise that the Water and Sewer Department may request assistance on. Regulatory services may include but are not limited to o Updating the Water Quality Assessment to include new water quality data, new flow data, and any new water quality standards or permitting procedures. o Review and assistance with preparing permit renewals as released by the WQCD. o Assisting with permit negotiations. o Attending WQCD and/or Water Quality Flow (WQF) workgroups. o Review and discuss upcoming hearings on issues that may impact City of Greeley utility services o Providing assistance with hearing party status statements and responses. o Assist with temperature monitoring, data review, and compliance. o Assisting with general permit compliance issues including enforcement actions. o Notifying and advising the City on any upcoming regulatory requirements with the potential for impact. An on-call list of up to three (3) firms will be developed to provide these Services following review and evaluation of the submitted Proposals. The selected firms will receive a three (3) year base contract term starting the date of Contract award with two (2), one (1) year option periods. No guarantee is made to the scope of future work and may be modified at the sole discretion of the City of Greeley. Each firm may be reevaluated periodically to determine if the contract should be terminated based on lack of performance and the ability to maintain qualification criteria. The method of Contractor Selection has not been Determined at this time.
