Description | he BOROUGH OF HIGHLANDS is soliciting bid proposals from solid waste collectors interested in providing solid waste/recycling collection and disposal services for a period of three (3) years with an option to extend the contract for a fourth (4th) and fifth (5th) year, to commence on June 15, 2023 and ending on June 15, 2026 or if contract is extended June 15, 2027 or 2028, in accordance with the terms of these Bid Specifications and N.J.A.C. 7:26H-6 et seq. If a bidder is requesting specifications through the mail, bidder must include their company name, full business address, business phone number, e-mail if available. The Borough of Highlands disclaims any responsibility for specifications forwarded by mail. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to the procurement. Respondents shall comply with the said requirements with the BID. All Bid Addenda shall be published in the Asbury Park Press and Star Ledger and on the Borough website no later than seven days, Saturdays, Sundays, and holidays excepted, prior to the date for acceptance of bids. Therefore, all interested respondents should check the newspapers and website from now through the Bid opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to the procurement. Bid Guarantee in the form of a bid bond, certified check or cashier's check in the amount of 10% of the highest aggregate THREE-year bid submitted, not to exceed $20,000; payable to the BOROUGH OF HIGHLAND For a THREE-YEAR contract the successful bidder shall provide a performance bond issued by a Surety in an amount equal to no more than 100% of the annual value of the contract. The successful bidder shall provide said performance bond PRIOR TO OR CONCURRENT WITH THE DELIVERY OF THE EXECUTED CONTRACT. The performance bond for each succeeding year shall be delivered to the BOROUGH OF HIGHLANDS with proof of full payment of the premium one hundred twenty (120) days prior to the expiration of the current bond. The MAYOR & BOROUGH COUNCIL with advice of legal counsel and the purchasing agent reserves the right to reject any bid not prepared and submitted in accordance with the provisions hereof, and to reject any or all bids. In the event that the MAYOR & BOROUGH COUNCIL rejects all bids, the BOROUGH OF HIGHLANDS shall publish a notice of re-bid no later than ten days, Saturdays, Sundays and holidays excepted, prior to the date for acceptance of bids. |
