Description

SCOPE OF WORK Hardware and Software The SCADA system must be installed on 2 separate, redundant, physical servers. Virtualization is an option, as long as the 2 SCADA hosts are in separate physical locations with dark fiber running between them. These servers must run on the most recent operating systems supported by the SCADA vendor, ideally Windows Server 2022. The system should be installed on new hardware that meets the minimum required specifications specified by the SCADA vendor. The installation should utilize the latest version of the SCADA software. To ensure proper synchronization, both servers must be configured to utilize the GPS clock, and thorough validation of time syncing between the servers is essential. Specifically, one server will be installed in the Powerhouse, while the other will be in Plant 2. Servers and workstations should be provided by the implementor. The SCADA system must be accessible from 3 identical workstations running the most recent operating systems supported by the SCADA vendor, ideally Windows 11. These workstations must be new hardware that meets the minimum requirements specifications defined by the SCADA vendor. The most recent version of the SCADA software must be installed. To ensure accurate time synchronization, the workstations must be configured to utilize the GPS clock, and accurate time synchronization must be validated. The workstations will be allocated as follows: one in the Powerhouse control room, another in Plant 2, and the third in the Public Services Building. The third workstation will serve solely for monitoring purposes and should not have the capability to send controls. The City of Marshall Electric Department seeks to replace and upgrade the SCADA system. The city operates four substations and two power plants. The current SCADA is operating with two RTU, that need updating to RTEC. In addition, the city is adding four new generation units that will also need to be added to the SCADA system. PAYMENT The awarded contractor may issue invoices to the city for payment via progress payments at 25%, 50%, and 75%, and 100% completion. Each invoice shall include detail of progress. SITE VISIT It is strongly suggested that interested parties make a sight visit to familiarize themselves with the scope of work and to ask any questions and make any clarifications to the scope of work.
