Description | The Standby Power project will upgrade critical standby power generating and distribution assets at the Mill Creek WWTP. The Loop project will upgrade critical MSD owned high and medium voltage assets within the existing 4.16kV and 13.2kV distribution loop at the Mill Creek WWTP. Question Deadline 08/28/2023 at 12:00 PM ET No bidder may withdraw its bid within sixty (60) days after the bid opening. Bids and award of contract may be held by the City for a period not to exceed sixty (60) days from the date of bid opening, for the purpose of reviewing the bids and investigating the qualifications of the Bidder in accordance with the Contract Documents. This project will utilize Water Pollution Control Loan Fund (WPCLF) funding. As such, as a condition of receiving capitalization grants from U.S. EPA for the WPCLF and the Water Supply Revolving Loan Account (WSRLA), the Ohio EPA negotiates 'fair share' Disadvantaged Business Enterprises (DBE) objectives with U.S. EPA. The current negotiated goals for construction related activities are 1.3% of all contracts to MBEs and 1.0% of all contracts to WBEs. Bidders are cautioned to read, understand, and complete the WPCLF forms in their entirety. Failure to do so may render the bid non-responsive. All bidders will also be subject to the provisions of the Contract Compliance Program regarding equal employment opportunity and to the project's applicable labor wage rate. The City shall neither accept nor be liable for any increase in costs, or other expenses, delay, loss, or subsequent ineligibility to contract with the City, incurred by a contractor as a result of the City rejecting any proposed person, firm, partner, principal, affiliate, subcontractor or supplier that is debarred or suspended after the submission of a bid, proposal, or other communication leading to a contract, but before the approval or award of the contract.
