Description | Contract Award Date: Sep 27, 2022 Contract Award Number: 36C77622C0144 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: QST7A5N63TL4 Contractor Awarded Name: RICHARD GROUP LLC Contractor Awarded Address: GLENVIEW, IL 60026 Base and All Options Value (Total Contract Value): $46376114.00000000 Project no: 618-21-700 This project is the construction and commissioning of the infrastructure needed for the nationally mandated Electronic Health Record Modernization (EHRM) project at the Sioux Falls VAMC. Construction and commissioning will be in accordance with the A/E provided final drawing set and associated specifications. The project is widely spread throughout the hospital, touching several different departments and service areas. A new server room is to be built on the roof, between the north wing of building 5 and the newly built lab. This project will have limited on-site storage for material so off-site storage of material should be planned for. This project has multiple phases for structural/civil work which are critical at the very beginning of the project and will require coordination with the COR. The majority of the work will likely need to be done on "off" hours and weekends. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP} conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation is advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The period of performance is approximately 450 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $20,000,000.00 and $50,000,000.00 (Note that the VMR magnitude of construction is closer to the lower end of this range). All questions must be submitted in writing to the issuing office via email to Jason.Schultz@va.gov. Telephone calls will not be accepted. TECHNICAL QUESTIONS: Questions of a technical nature must be provided in writing and shall be submitted by the prospective offerors to Jason Schultz. Questions shall be submitted only via e-mail to: jason.schultz@va.gov. The subject line must read: Minneapolis EHRM Infrastructure Upgrades - Technical Questions. Oral questions of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS IS June 14, 2022 at 4:00 PM ET. The VA recognizes that this is a large project and there may be technical questions submitted after deadline, but the VA does not guarantee that late questions will be answered. Please submit questions as soon as possible, to ensure the most accurate answers from the VA. **If possible, the prime GCs should try to submit all the questions from their team. This will prevent unnecessary duplicate questions. 2.5 PRE-PROPOSAL SITE VISIT: See FAR 52.236-7 for information regarding the site visit. Please RSVP to Jason.schultz@va.gov by June 3, 2022, with the names of who is attending from your firm. This will help the VA better coordinate for the site visit, as the room capacity is limited. NOTE: Contractor shall be responsible for attending the Pre-Proposal Site Visit prior to submissions in order to verify all existing conditions and take any necessary measurements required to adequately propose on the project. If the Contractor chooses not to attend the Pre-Proposal Site Visit, the Contractor may submit their proposal at their own risk. 2.6 AMENDMENTS: Amendments to this solicitation will be posted at https://sam.gov/. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Potential offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your proposal being considered unacceptable. 2.7 PREPARATION OF PROPOSALS: The Government will not pay for any costs incurred in preparation and submission of proposals. 2.8 PROPOSAL REQUIREMENTS: A. General: 1. Proposal Submission: Offerors shall submit their proposals via email to jason.schultz@va.gov. Proposals shall be based on solicitation document issued for RFP number 36C77622R0045. Proposals will be in the format stipulated in this document. Proposals shall be received on or before the date and time specified in Block 13 of the SF 1442. There will be no public opening of the proposals. Only e-mail proposals will be accepted. Hard-copy proposals will not be accepted. B. Proposal Format: 1. Technical, Price and Administrative sections of the Offerors proposals will be evaluated independently; therefore, the Offeror shall submit the proposal in three (3) Volumes: Volume I Technical, Volume II Price and Volume III Administrative. In order that the Volume I Technical may be evaluated strictly on the merit of the material submitted, the contractor shall include NO price information in Volume I. Offeror shall separate Volumes I, II and III. Each volume must be labeled with the Offeror's organization, business address, and VA Solicitation Number. The volumes shall be submitted in electronic format as searchable PDF documents. The proposal, in its entirety, shall not exceed three (3) emails (one email for each volume) of 5MB each. Include page numbers and the company name in the header or footer of each page. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
