Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement to Renovate 4E for Progressive Care Unit, Project number 589-22-420, located at the Kansas City VA Medical Center, 4801 East Linwood Blvd Kansas City, MO 64128. The general scope of work for the Project: The following Narrative is intended to provide an overview of the scope of work of the proposed project at the Kansas City, MO VA Medical Center: OVERVIEW: This project includes complete demolition and removal of all systems, equipment and finishes within an existing Patient Care Unit and construction of a new 9,900 SF Progressive Care Unit including (8) patient care rooms, (4) isolation rooms and support areas in its place. Demolition includes complete removal and disposal of partitions, ceilings, mechanical and electrical installations. Hazardous materials have been abated with exception to a limited amount of abatement as part of this project. New partitions, doors, ceilings, and floor coverings will be installed. New plumbing fixtures, piping, and equipment will be installed. A new air handler with ductwork will be installed within the space to serve terminal air boxes and provide ventilation. Electrical work includes new lighting, power, technology, and security systems. Equipment including patient lifts and pneumatic tube systems will also be included. RESPONSIBILITIES: The work of this project will be divided between the General Trades contractor and the VA Hospital s self-performing crews. The VA will be self-performing all demolition, carpentry, door / frame & hardware, metal studs and drywall, acoustical ceiling, resilient tile and epoxy flooring & base, carpeting, painting, Division 10 Specialties, Division 11 Patient Lift, Division 12 Furnishings, Division 26 Electrical, Division 27 Communications, and Division 28 Electronic Safety and Security work. This work is excluded from this contract. The General Trades contractor will be performing all remaining asbestos abatement, lead-based paint removal (where necessary), miscellaneous concrete work, minor masonry modifications, supplemental steel, expansion joint covers, aluminum-framed windows and isolation room door packages, louvers, ceramic tile, resilient sheet flooring, fire sprinklers, plumbing, medical gas, medical gas certification, all HVAC ventilation and piping, and pneumatic tube system work. This work along with any other work which is not performed by the VA s self-performing crews will be included in this contract. The Estimated project cost range to complete this work is between $2,000,000.00 and $5,000,000.00. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction), with a small business size standard of $45.0 million. Contract Type: Firm Fixed. The duration of the project is estimated to be 545 calendar days from Notice to Proceed. This completion period includes final inspection and cleanup of the premises. Award will be made utilizing Best Value with Tradeoff Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Contract Opportunities (https:// sam.gov) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, prospective contractors must be registered in SAM and in the Veteran Small Business Certification (sba.gov) databases under the applicable NAICS.
