Description | Types of Bids: Proposals shall be made as lump sum bids for entire project as described in the bidding documents. Questions: a. Submit all questions to the Engineer, in writing. Replies will be issued to all prime bidders of record as addenda to the documents and will become part of the contract. The Engineer and Owner will not be responsible for oral clarification. Questions received less than four (4) days before bid opening cannot be answered. Substitutions: a. No substitution for the materials and equipment described in the contract documents will be considered during the bidding period unless written request has been submitted to Terracon Consultants, 600 7 th Street SW, Des Moines, IA 50309, Attn: Darrell Smith (email: darrell.smith@terracon.com) for approval at least five (5) days prior to the date set for receipt of bids. b. Each such request shall include a complete description of the proposed substitute, the name of the material or equipment for which it is to be substituted, drawings, cuts, performance and test data and any other data or information necessary for a complete evaluation. c. If Terracon Consultants approves any proposed substitution, such approval shall not be considered official until it is set forth in an addendum. Bidders are cautioned to refrain from including in their bid any substitutions which are not confirmed by written addenda. Bid Security: a. Bids must be accompanied by a bid bond or certified check in the amount of not less than five percent (5%) of the maximum value of the bid, including add alternates. Bid security of the three lowest bidders in each category will be retained until contract is awarded or until thirty (30) days after the opening, whichever is shorter. Bid security of all other bidders will be returned promptly after bids are opened and read. If any bidder fails, refuses or neglects to enter into a contract, or provide satisfactory surety bond, the Owner will retain his bid security as liquidated damages, but not as a penalty. b. Bid security shall be made payable to the order of: Kirkwood Community College. Subcontractors: a. Successful bidder shall furnish to the Engineer, for approval, a written list of proposed subcontractors and material suppliers within fifteen (15) days after receipt of bids and prior to the execution of the contract. Modification and Withdrawal: a. Bids may not be modified after submittal. b. Bids may be withdrawn at any time prior to bid opening but may not be resubmitted. c. No bid may be withdrawn for a period of thirty (30) days after the bid opening. Disqualification: a. The Owner reserves the right to disqualify bids, before or after opening, upon evidence of collusion with intent to defraud or other illegal practices upon the part of the bidder. Governing Laws and Regulations: a. The bidder's attention is directed to the fact that all applicable federal, state and municipal laws and ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout, and they will be deemed to be included in the contract as though therein written out in full. Execution of Contract: a. The Owner reserves the right to accept any bid, in accordance with Code of Iowa, to reject any bid on the basis of bid irregularity or to waive irregularities. b. Each bidder shall be prepared, if so requested by the Owner, to present evidence of his experience, qualifications, and financial responsibility to carry out the terms of the contract. c. Not withstanding any delay in preparation and execution of the formal contract agreement, each bidder shall be prepared, upon written notice of bid acceptance, to commence work within fourteen (14) days following receipt of official written orders of the Owner to proceed, or on date stipulated in such order. d. Contract form will be the "Standard Form of Agreement between Owner and Contractor", AIA Form A-101 2017. Completion Date: a. All bidders shall take into account the Owner's desire that construction be substantially complete on or before August 15, 2021. Award and Execution of Contract: a. The contract will be awarded on the basis of low bid. b. By virtue of statutory authority, preference will be given to products and provisions grown and produced within the State of Iowa, and to Iowa domestic labor. c. The Owner reserves the right to reject any and all bids, to waive minor informalities in any bid, or to make award in the best interest of the Owner. - Project consists of removal of existing EPDM gypsum board and fasteners at areas of existing EPDM covered areas. Install new 1/2 inch thick gypsum coverboard with new fasteners at density of one fastener per 2 square feet board area and new adhered 60 mil EPDM. Install new 3.5 inch thick expanded polystyrene insulation 1/2 inch thick gypsum coverboard with new fasteners at density of one fastener per 2 square feet board area and new adhered 60 mil EPDM over remaining structural standing seam metal roof area. Provide new flashing details, gutter and downspouts per contract documents. |
