The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the Construct Parking Structure Design-Build at the Wm. S. Middleton Memorial Veterans Hospital located at 2500 Overlook Terrace Madison, WI 53705 PROJECT DESCRIPTION: Contractor shall provide all labor, materials, tools and equipment, and services necessary for design, pre-construction, construction, and closeout of the project. The purpose of this project is to procure a design-build (DB) team to provide documents working drawings and specifications for 607-396 Construct Parking Structure , a Multi-story precast concrete structure approximately 350,000 square feet and 5-levels which includes one partial subterranean level parking. This shall be able to accommodate approximately 900 1000 (700 800 net new spaces) controlled and striped new parking spaces, create new 3 bay truck dock facility with approximately 6000 square foot central warehousing/storage space and administrative support space) and demolition services. The following potential disciplines to be determined by the Design-Build Contractor shall include but not limited to: architectural, landscaping, interior & exterior finishes, structural, geotechnical, civil and landscaping, mechanical, plumbing, fire suppression, electrical, elevators and environmental remediation/decontamination, telecom, controls and security systems. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Part 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued around the end of November 2021. The period of performance is approximately 485 calendar days from the issuance of the Notice to Proceed.
