Amendment 01 changes the site visit time and date from 03 Aug 23 @ 8:00 AM CST to 04 Aug 23 @ 10:00 AM CST. Amendment 02 changes the quote due date from 17 Aug 23 @ 4:00 PM CST to 21 Aug 23 @ 4:00 PM CST. In addition, add the requirement to notify Gov of intention to attend optional site visit. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA309923Q1016 is issued as a Request for Quotation. The Request for Quotation (RFQ) number FA309923Q1016 for Marina Dock Repair shall be used to reference any written quote provided under this RFQ. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular FAC 2023-04; Effective 02 Jun 2023. This acquisition is a set-aside 100% for small business and will utilize the North American Industry Classification System (NAICS) code 488390 and a PSC of J019. The dock is located on the Amistad Reservoir, Southwinds Marina, 1522 Marina Access Rd, Del Rio Texas. The original dock was 376 feet in length and had 40 boat slips (Attachment 2). Due to previous storm damage, the dock is now approximately 293 feet in length and has 26 boat slips (Attachment 3). 2. Structural damage: 1 ea. winch, winch riser and fair lead frame was separated from main dock 2 ea. 3' x 30' finger truss docks are separated from the main dock 174 feet of main truss dock structural damage 25 ea. finger boat slip truss docks - unknown damage 1 ea. 2' x 24' finger boat slip truss dock separated and upside down 16 ea. galvanized winch stands fairlead frames bent and corroded 16 ea. dock winches in unknown condition Plumbing and electrical wiring damaged Bump wood, vinyl rub rail, decking tile/underflooring lumber, 3 ea. firehouse pedestals, 6 ea. electrical power pedestals, and 1 ea. gangway damaged 3. Desired outcomes: 3.1. Repair/replace components of 174 feet of main truss dock with 6 ea. 3 ft x 24 ft finger boat slips, 16 ea. 2 ft x 24 ft, and 4 ea. 3 ft x 30 ft finger boat slip truss docks. 3.2. Relocate the entire marina truss dock 100 ft north and anchor in place with 1/2 in. wire rope connected to 5700 lb concrete blocks. 3.3. Provide solution to replace current gangway using a floating dock system that attaches to the south end of the truss dock and allows the capability to compensate for water-level changes up to 70 feet. This solution should allow customer access from the ramp at different water levels. 3.4. Provide electrical solution to run low voltage to dock and install transformer to run all electrical power requirements (fuel pumps, lighting, utility outlets). 3.5. Repair and extend potable plumbing from the shore to the truss dock. 3.6. Relocate the wave attenuator 200' north from the end of the truss dock and anchored in place with 8 ea. winches (already on wave attenuator), 5/8 stainless steel wire rope, and 5700 lb. concrete anchor blocks.
