Description

For Oak Court Apartments Roof and Smoke Detector Replacement. Each bidder must submit with his bid a 5% bid bond or certified or cashier's check upon some reputable bank of the State of Minnesota, payable to the Crookston Housing & EDA, for at least 5 (five) percent of the total amount of such bid, which check/bid bond and the amount thereof, shall be forfeited to the Owner, as liquidated damages if the bidder upon the letting of the contract to him, shall fail to enter into the contract so let. The bidder may submit a bidder's bond written through an insurance agency or cash in the same amount in lieu of a certified check. The successful bidder will be required to furnish contract performance and payment bonds, each in the full amount of the contract. All bids shall be sealed, shall contain a deposit of the type specified above, and may be filed with the Crookston Housing & EDA during normal office hours (8:00 a.m. to 4:30 p.m.) or hand carried to the meeting prior to the scheduled bid opening as specified above. The Owner reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 60 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 60 days after the date and time set for the Opening of Bids. The Owner reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and further reserves the right to award the Contract in the best interests of the Owner. All bidders must be able to submit to the Owner a sworn statement demonstrating that it is a responsible contractor as defined by Minnesota Statutes, 16C.285 and the failure to provide such a statement will render any proposal nonresponsive. Davis-Bacon Prevailing Wage Rates Apply: All laborers and mechanics employed by contractors and subcontractors on projects assisted in whole or in part by this project shall be paid wages at rates not less than those prevailing on this project of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of the title 40, United States Code. With respect to the labor standards specified, the Secretary of labor shall have the authority and functions set forth in Reorganization Plan numbered 14 of 1950 (64 Stat. 1267, 5 U.S.C. App) and the Copeland Anti-Kickback Act (section 3145 of title 40 United States Code). Contractor shall review to ensure that the latest published wage rates are included in their bid. The following Jobs Reporting Provisions Apply: Section 12.25 Minnesota Report on Jobs Requirement. Pursuant to Minnesota Statute 16A.633, Subdivision 4 (MN Laws of 2012 Chapter 293, Section 28). The Owner reserves the right to reject any or all Bids and to waive informalities therein. Estimated Budget: $400,000 to $450,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
