Description

Construction schedule is approximately 12 months with various phased milestones. Construction is expected to begin on January 30th, 2023 with project completion in February 2024. Please refer to the available outline schedule for anticipated dates. The project consists of the construction of a new 5,880 SF administration building and earthwork, utilities, fencing, concrete, asphalt, landscaping and a parking lot. Associated site work. To bid on a particular Bid Package, a Bidder is required to possess the license(s) indicated, prequalification is not required . All bids shall be on the forms provided by the District. Each bid must conform and be responsive to all pertinent Contract Documents, including, but not limited to, the Instructions to Bidders. BID FORMS: As security for its Bid, each bidder shall provide with its Bid form a bid bond issued by an admitted surety insurer on the form provided by the District, cash, or a cashiers check or a certified check, drawn to the order of the Lake Elsinore Unified School District , in the amount of ten percent (10%) of the total bid price. This bid security shall be a guarantee that the Bidder shall, within seven (5) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Project. The successful Bidder may substitute securities for any monies withheld by the District to ensure performance under the Contract, in accordance with the provisions of section 22300 of the Public Contract Code. The successful Bidder and its subcontractors shall pay all workers on the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 et seq. of the California Labor Code. Prevailing wage rates are available from the District or on the Internet at: < http://www.dir.ca.gov gt;. Bidders and Bidders subcontractors shall comply with the registration and qualification requirements pursuant to sections 1725.5 and 1771.1 of the California Labor Code. There is no Project Labor Agreement (PLA) on this construction project. Contractor Registration. Bidder shall ensure that it and its Subcontractors comply with the registration and compliance monitoring provisions of Labor Code section 1771.4, including furnishing its CPRs to the Labor Commissioner, and are registered pursuant to Labor Code section 1725.5. Bidder and its subcontractors shall comply with Labor Code section 1725.5 to be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of the Contract . The Districts Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. If the District awards the Contract , the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening. The District shall award the Contract, if it awards it at all, to the lowest responsible and responsive bidder based on the total bid package amount (A+B) as stated on the Bid Form.
