Description

It is the intent of the PWSA to establish a contract to provide services/materials to build a security check in station and gate at the Main Water Treatment Plant. This is for the Water and Wastewater Safety and Security Plan that is PENNVEST funded. Budget range is estimated at $800,000 for the base bid to $1,200,000 depending on alternates selected. The Authority reserves the right to request additional information which, in the Authority's opinion, is necessary to assure that the bidders competence, business organization, and financial resources are adequate to perform in accordance with this IFB and any resultant contract. The Authority may make such investigation as it sees fit to determine the ability of the bidder to perform the work, and the bidder shall furnish the Authority all such information and data for this purpose as requested by the Authority. The Authority reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the Authority that such bidder is properly qualified to carry out the obligations of the contract and to satisfactorily perform the work specified. When asked, bidders shall also include their answers to the questions listed in this IFB using the same answering sequence as put forth in the IFB. The Authority reserves the right to extend or postpone the date and time for accepting bids through an addendum. All proposals, responses, inquiries, or correspondence relating to or in reference to this IFB, and all electronic media, reports, charts, and other documentation submitted by supplier shall become the property of the Authority when received. Nothing submitted shall be considered confidential or proprietary This IFB will be administered by Thoryn Simpson, Manager - Procurement. All questions pertaining to this IFB prior to selection shall be submitted via Electronic Procurement Portal. Questions are due no later than 4:00PM on October 17, 2023. All communication of any nature with respect to this IFB shall be addressed through the Bonfire Procurement Portal. Prospective firms and their staff are prohibited from communicating with City and PWSA officials, staff, members of City Council and PWSA Board of Directors regarding this IFB or submittals. Such contact is prohibited from the time the IFB is released until the selection results are publicly announced. Violation of this provision may lead to disqualification of the firms submittal for consideration. Bidder is required to submit a Bid Bond for 10% of the bid value, using the attached Bid Bond Form. Successful Bidder(s) may be asked to provide PWSA with additional bonds up to 100% of the agreement. The PWSA reserves the right to reject any and all bids if it deems it to be in the interest of the PWSA to do so. When prices bid on various items are unreasonably high or low so as to unbalance the bid, the Director may, within his discretion, recommend that the PWSA reject it. The bid may also be rejected if it contains omissions, alterations, additions not called for, or irregularities of any kind. It is the intent of the PWSA to establish a contract to provide services/materials to perform/provide repairs and/or replacement of various man doors at PWSA's facilities. The Contractor shall provide all labor, material, equipment, tools, and appurtenances necessary in order to complete the scope of work required This CONTRACT is for the construction of a new security check in station, removal of the existing security check in station, and modifications to the fence and gates at PWSA's Main Water Treatment Plant. The CONTRACTOR shall complete a full assessment of the existing site prior to bidding and prior to starting work. The CONTRACTOR's submission of a proposal indicates the scope of work is understood and the bid cost is all inclusive of the coordination and planning necessary to complete the full scope of work. Prior to starting work there will be a pre-construction meeting with the CONTRACTOR and the OWNER's designated representative to review the existing conditions and the CONRACTOR's proposed schedule and work plan for completing the project. The CONRACTOR's plan is to include phasing to minimize the impact the project will have on access on PWSA's security staff and to site at the main entrance. The CONTRACTOR's plan shall include at a minimum the following work sequence: - Construction of the new security station foundation and structure while maintaining operation of the existing site entrance gate and security station. - Energizing the new security station HVAC power feed. - Relocation of power feed and network switch from the existing security station to the new security station. - Testing and confirmation the relocated controls still operate the existing gate(s) after relocation to the new security station. - Demolition of the existing security station and installation of a new entrance gate on the secure side of the treatment plant fence. - Confirming operation of the new plant entrance gate(s) from the new security station. - Demolition of the existing plant entrance gate. The CONTRACTOR will be responsible for obtaining all permits and scheduling inspections required by the City of Pittsburgh to complete the work in this contract. Copies of the permits will be issued by the CONTRACTOR to PWSA for the project record. The CONTRACTOR will not be permitted to permanently block the main site entrance without requesting and receiving approval from PWSA in writing. Temporary main entrance closures will be limited to a maximum of 4 hours and the CONTRACTOR will identify the requested temporary closures in the construction schedule. Events that may require a temporary entrance closure may include but not be limited to: - Placement of or erection of the new security station. - Installation of the new pivot gate frame. - Relocation of power feeds and communications connections to move the security staff from the existing security station to the new security station, and testing operation of the existing gate controls. - Testing operation of the new gate controls
