Description

This Acquisition is now cancelled. Title: Reception Complex Phase 2 at Ft. Jackson, SC The w ork involves new construction of a Reception Complex, Phase 2 at Ft. Jackson. This acquisition is being advertised as Full and Open (Unrestricted). NAICS Code is 236220, Commerical and Institutional Building Construction. Magnitude of Construction: $25M to $100M Technical qualifications were due from the general contract bidders June 30, 2022, final pricing is underway now. Overview 1.1. This Request for Proposal (RFP) solicits work for the construction of a Reception Barracks Complex Phase II at Fort Jackson, SC. Construction includes a reception processing center, battalion headquarters and company operations facilities (COF), trainee barracks, medical clinic, overhead protection/canopy, storage building, swing space, optical fabrication laboratory, and building information systems. A temporary swing space for the reception processing center is required during the construction. Supporting facilities include site development, utilities and connections, perimeter security devices, lighting, paving, parking, walks, curbs and gutters, storm drainage, landscaping, fencing, and signage. 1.2. Proposal Submissions and the Best Value Trade-off Source Selection Process: This process requires offerors to submit technical and performance capability information for evaluation by the Government against the uniform requirements identified in evaluation factors. Each of the factors will be evaluated against the evaluation criteria set out in this section. Electronic Proposals. The Offeror's bid/proposal shall be submitted electronically, as described below. The Offeror's proposal shall not contain classified data. The use of hyperlinks in proposals are prohibited. The offeror's technical proposal is due no later than the time specified in block 13 of the SF1442. The offeror's price proposal (Volume III) is due twenty-one (21) calendar days from the time specified (The time applicable will be the same) in block 13 of the SF1442. An amendment will be posted clarifying the date and time following receipt of the initial technical proposals. NOTE: The only authorized transmission method for offers in response to this solicitation is electronically via Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED. The Offeror's proposal must be received by the Government by the date/time specified in the solicitation. Offerors shall submit their proposals using the following link: 2.2.2.1. INSTRUCTIONS FOR SUBMITTING ELECTRONIC BIDS: In an effort to reduce paperwork and cost, all bids shall be submitted electronically through the PIEE site. Submission shall be in Adobe PDF format.
