Description

THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Department of Veterans Affairs is seeking a qualified Construction Contractor to furnish professional construction services to renovate the Spinal Cord Injury Unit under Project 561-12-105 Spinal Cord Renovation at the VA NJ Healthcare System s East Orange Campus. The Project Scope of Work is as follows: Background: Spinal Cord Injury service had to be renovated to meet new VA requirements for patient rooms to have its own bathroom and having isolation rooms as well as bringing the in-patient rooms to 18 room. Scope: The contractor shall completely prepare site for building operations, including demolition and removal of existing structure, and furnish labor and materials and perform all related construction work for VA Project No.561-12-105 Spinal Cord Renovation as required by the AE drawings and specifications. Specific Tasks: The contractor shall provide, but not limited to a complete construction service, including all labor, material, equipment and supervision to perform general construction to renovate the spinal cord service area on the 6th floor as well as the 7th floor in accordance with the construction drawings and specifications. The contractor contract shall be for complete construction service including submittals, as-built drawings for all items as shown on the AE drawings and specifications. Performance Monitoring (if applicable): Work shall be coordinated with facility thru the Contracting Office Representative (COR). COR will monitor the contractor work performance on daily basis and the contractor is required to submit daily s progress report to the COR. Security Requirements: General Contractor s employees shall not enter the project site without appropriate security badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. No photography of VA premises is allowed without written permission of the Contracting Officer except as specifically required by the scope of the work. VA reserves the right to close or shut down the project site and order General Contractor s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A Other Pertinent Information or Special Considerations. N/A A. Identification of Possible Follow-on Work. N/A B. Identification of Potential Conflicts of Interest (COI). N/A C. Inspection and Acceptance Criteria. The COR is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. Risk Control: Contractor shall take all measures for safety & infection control and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period. Place of Performance: Minimize interference of construction activities with flow of Medical Center traffic, keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Period of Performance: 720 calendar days from the NTP date Applicable NAICS code is 236220 and small business size standard of $39.5 Million. Magnitude of Construction is between $10,000,000.00 and $20,000,000.00. This is a Small Business Set Aside. The anticipated award date of the proposed Construction Contract is on or before September 30, 2023. LOCATION East Orange VAMC 385 Tremont Ave. East Orange, NJ 07018 COST RANGE Estimated Construction Cost Range: Between $10,000,000 and $20,000,000. TYPE OF CONTRACT CONTEMPLATED The Department of Veterans Affairs is contemplating awarding a firm fixed price contract. The government is requesting interested contractors submit a capabilities statement that includes your experience with projects of similar size and scope.
