Description

The work for which proposals are to be received consists of: All construction associated with the installation of the following facilities and equipment: Screening, pumping and associated appurtenances at the new Main Lift Station. Addition of a second treatment train and miscellaneous improvements at the High Rate Clarification facility. The work also includes new sanitary sewers, force mains, selective demolition of existing main lift station and appurtenances, elimination of existing Combined Sewer Overflows; and all other related work and appurtenances necessary to complete the work shown in accordance with the plans and specifications. Bids shall be properly and completely executed on the Bid Form obtainable at the office of the Engineer. Each bid shall be accompanied by Form 96 Contractor's Bid for Public Works, including Non-Collusion Affidavit as prescribed by the State Board of Accounts, completely filled out, signed, and notarized as required by the statutes of the State of Indiana, Section III of Part II of Form 96 titled "Contractor's Financial Statement," and acceptable bid security. The bid security shall be a certified check made payable to the Owner or satisfactory bond by an incorporated surety company in good standing and qualified to do business in the State of Indiana in an amount equal to 5% of the bid, said deposit being for the purpose of ensuring the execution of the contract for which bid is made. Any bid not accompanied by the above required items shall be deemed to be a nonresponsive bid by the Owner. No consideration for escalation on prices can be considered; therefore, Contractors are advised to not include any such escalation clauses in their proposal for this project. Any contract or contracts awarded under this Advertisement for Bids is expected to be funded by a State Revolving Fund (SRF) Loan from the U.S. Environmental Protection Agency, administered by the Indiana Finance Authority. (IFA). The Contractor to whom the work is awarded shall comply with all requirements of said agencies. Where conflict exists between this specification and the federal agency specifications, the more stringent shall apply. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract. This procedure will be subject to all requirements of said agencies. The SRF program has participation goals for minority (MBE), and women-owned (WBE) business enterprises. As this project is funded by the SRF, the Contractor is expected to comply with all applicable MBE/WBE participation requirements. The Contractor is required to show a positive effort for MBE/WBE solicitation. The SRF goals are: MBE - 7.0% WBE - 5.0% Contractors and subcontractors are required to pay in accordance with Davis-Bacon requirements. Wage rates on the project shall not be less than the federal wage scale published by the U.S. Department ofLabor available on the day of bid. Information explaining other prevailing wage laws which apply to this work is also contained in these specifications. The Contractor to whom work is awarded shall be required to furnish a Performance Bond and a Payment Bond, each in the amount ofone hundred percent (100%) ofthe contract price, and they shall be acceptable to the Terre Haute Sanitary District. The Contractor shall also submit certificates of all insurance required in the specifications. All bonds and liability insurance shall remain in effect for a period oftwelve (12) months following completion and acceptance of construction. The award of the contract is subject to all approvals required by local and federal agencies. Upon securing all approvals, the successful bidder shall receive a "Notice to Proceed" with construction. Said Contractor shall begin construction as stipulated in the "Notice to Proceed" and shall complete the project pursuant to the contract documents. No bidder may withdraw his proposal within a period of90 days following the date set for receiving bids. The Terre Haute Sanitary District reserves the right to retain the three lowest bid proposals for a period of not more than 150 days, and said proposals shall remain in full force and effect during said time. The Terre Haute Sanitary District Board further reserves the right to waive informalities and to award the contract to any bidder or bidders, all to the advantage of the Terre Haute Sanitary District, or to reject all Proposals. The contract documents, including plans and specifications, are on file in the Office of the City Engineer, City Hall, 17 Harding Avenue, Terre Haute, Indiana 47807; and the office of the Engineer, CHA Consulting, Inc., 201 N. Illinois St, Indianapolis, Indiana 46204. General Contractors who submit bids for this project must purchase at least one full set of plans and specifications (paper copy plus digital copy). Material men, equipment representatives, subcontractors, or others not submitting a bid directly to the Owner may purchase the electronic files only (without a paper copy) for a non-refundable fee of$250.00.
