Description

San Juan County is seeking a contractor to clear and grub approximately 1.22 acres of land on Waldron Island in preparation for the expansion of a gravel borrow surface mine. Work includes clearing, grubbing, stockpiling, and disposal of usable material and debris, all in accordance with the Contract Plans, Contract Provisions, and WSDOT Standard Specifications for Road, Bridge, and Municipal Construction (Std. Spec.), 2022 edition. Additional specifications for contract work are provided in the attached Exhibits A, B, C, and D. Working days are not counted. All work shall be completed by January 31, 2023. This bid invitation is being distributed to potential bidders listed on the MRSC small works roster for San Juan County in the Earthwork subcategory of Excavation and Trucking, and may be obtained along with the attached exhibits electronically. Qualified bidders must be contractors registered with MRSC Small Works Rosters for San Juan County in an appropriate service category, by the time of bid submission. Bid results will be posted online, on the County web page linked above. Any Amendments and/or Addenda to the bid documents will be posted online, at the web page linked above. Only bidders who have notified San Juan County Public Works of their interest in supplying a quote will be notified regarding such Amendments and/or Addenda Oral explanations, interpretations, or instructions given by anyone before the award of a contract will not be binding on San Juan County. Any information given a prospective bidder concerning any of the bid documents will be furnished to all prospective bidders as an Addendum, if that information is deemed by the County to be necessary in submitting bids or if the County concludes that the lack of the information would be prejudicial to other prospective bidders. San Juan County reserves the right to accept or reject any or all bids in the best interest of the County. Bids will be subject to review and compliance with specifications. All permits have been obtained for this project and any relevant provisions for the bidder have been included in the contract provisions and plans The successful bidder must meet all the mandatory bidder responsibility criteria set forth in RCW 39.04.350 and will be required to carry and maintain a minimum of $1 million in general commercial and automobile liability insurance throughout the period of the contract, and to furnish certificate(s) of insurance naming San Juan County as additional insured, in accordance with County policy. This project is funded with local funds; Washington State wage laws and rules apply. In preparing a bid, contractors must use the prevailing wage rates in effect for San Juan County on the date bids are due, which may be which may be obtained from the WA State Department of Labor & Industries (WA L&I) or viewed in person at the Public Works office. Contractor and any subcontractors will be required to file Statement of Intent to Pay Prevailing Wages, certified payrolls, and Affidavit of Wages Paid via the WA L&I online portal. Contract Bond (Payment and Performance Bond): The successful bidder shall provide an executed contract bond for the full contract amount, in accordance with RCW 39.08.010. The Contractor shall comply with all federal, state, and local laws and regulations related to COVID-19 applicable to this project and in effect at the time the work is performed.
