Description | 1. Project management, including a project manager that serves as the single point of contact with the City’s project manager, attending a kickoff meeting and subsequent periodic meetings with City staff, preparation of meeting notes and tracking of action items, preparation and maintenance of project schedule, managing consultant staff and subconsultants, and preparing invoicing in accordance with City requirements. Particular attention is needed with regard to (a) the construction budget, as the Consultant would need to design the proposed improvements within a specified amount, and (b) the project schedule, which is driven by grant funding requirements. 2. Obtain and review available documents, including the Berkeley Bicycle Plan, as-built drawings from the City and utility companies, engineering documents for BART’s proposed pathway improvements, and City standard specifications and details. 3. Obtain additional information as necessary, including on-site topographic and property/right-ofway boundary survey, study of existing lighting levels, line-of-sight study, and utility potholing at proposed RRFB foundations. 4. Define design criteria in consultation with City staff and summarize in a basis of design memo. 5. Conducting a project kickoff meeting with City staff. 6. Prepare environmental documentation, including California Environmental Quality Act (CEQA) clearance documents, and submit to Alameda County as necessary. 7. Prepare conceptual design options for pathway widening and intersection crossings. This would involve the consultant’s evaluation of the recommended improvements in the Berkeley Bicycle Plan and develop subsequent conceptual option(s), which may differ from those in the Bicycle Plan. In particular, the conceptual options would need to address (a) lack of visibility of pathway users, in part due to motor vehicle speeds, at the Rose Street, Cedar Street, and Santa Fe Avenue intersections, and due to vegetation from Virginia Gardens to Cedar Street, (b) apparent right-ofway ambiguity/confusion at the Gilman Street intersection, (c) the need for a more pronounced pathway and connections along Peralta Avenue and Hopkins Street, and (d) lack of pathway delineation at Virginia Gardens. 8. Conduct community outreach and engagement activities, including preparing street-view and planview graphical renderings of proposed improvements, creating and updating a project website, hosting a community outreach meeting, gathering comments on conceptual design options, and responding to comments. 9. Preparing and presenting a recommended conceptual option at a City Transportation Commission meeting. 10. Prepare 35%, 65%, 95%, and 100% design submittals consisting of (a) plans prepared in AutoCAD (version to be approved by the City), in conformance with City CAD standards, in PDF and AutoCAD files; (b) traffic control and construction phasing information in the plans; (c) technical specifications; (d) engineer’s estimate of probable construction cost; (e) engineer’s estimate of construction duration; and (f) City QA/QC certification form. 11. Services during bidding and construction phases, including response to bidder questions, review and response to RFIs and submittals, and other related services as needed. |
