Any electronic PDF bid that does not include the bidders Certificate of Responsibility Number shall not be considered. Bid Security in the form of a Bid Bond, Certified Check or Cashiers Check in an amount equal to 5% of the Bid and as required by the Contract Documents. Performance and Payment Bond, in the full amount of the contract, will be required for contract security. The Contract or Contracts will be awarded to the lowest acceptable bidder, except that the Owner reserves the right to waive any informalities and the Owner reserves the right to reject any and all bids.
