Description

The City of Maquoketa (herein referred to as "the City") is requesting sealed proposals from qualified engineering firms for a 10-Year Street Improvement Plan (herein referred to as "the Plan"). This plan will be a guiding political and administrative document that establishes a present state analysis, qualified methodology, and indexes the quality of the City's streets with a Pavement Condition Index (PCI) or substantially similar roadway health scale. Ideally the plan will identify funding opportunities for execution of the plan at the minimum maintenance level as well as what level of funds may be needed to improve overall street conditions. The final document shall be no more the 20 pages in length and include a City map with color coded improvements by year with a 10-year schedule of suggested improvements or reconstructions. I. Competing firms must include: - Specifics about qualifications for this project - Listing of the lead personnel on the project - A proposed schedule of completion in detail a. The City prefers to receive the Plan by February 1, 2023 - Demonstration or examples of similar City street condition improvement and funding plans - List of specified services to be completed by the firm a. Examples: surveying, material sampling, pavement borings, etc. - Hourly rates of all employees on the project Project proposals will be evaluated by representatives of the City of Maquoketa. The City will select the firm based on the best value provided for the project as demonstrated in the proposal submitted and associated quote for fees. If final negotiations and agreement are not successful, negotiations will be terminated. The City reserves the right to accept or reject any or all proposals based on the best interests of the City. The contract will be based upon the final scope of services. As stated before, preference will be given to firms who submit a final cost not to exceed offer. The consultant selected shall comply with the laws of Iowa and carry insurance as required by the City. The City is seeking a descriptive, analytical, and visual document that is in total no longer than 20 pages in length. This will include a schedule of improvements and a color-coded map of street improvements. Upon searching for comparable documents, the City located two plan styles that may be relied upon as an example plan: City of Cedar Rapids, IA & City of Windsor Heights, IA. Please refer to these documents for an example. The City of Maquoketa is seeking a product smaller in scale than Cedar Rapids but more descriptive and informative than Windsor Heights, IA.
