Description

The project consists of Full Depth Reclamation (FDR), milling and paving and thin asphalt overlay in Units 30 as well as mill and pave DeGroodt Road from Jupiter Blvd to C-9R canal crossing in the City of Palm Bay. Full Depth Reclamation will include design mix for cement and emulsion and the paving will be 1.5" asphalt for local streets and 2" thick for collector roads. Construction shall include all incidental items for work to be performed as per the construction plans for Unit 30 and for DeGroodt Road, and pay quantities provided in the bid documents. The selected contractor shall furnish and install all construction work identified on the plans per the specifications identified herein. While not intended to be an all-inclusive list, work generally includes the following items: mobilization, erosion control, testing of all items per FDOT requirements and bid specification, full depth reclamation with cement and emulsion, milling and paving, thin asphalt overlay, hauling material not used to a disposal site, millings will be retained by the City and transported to a City site, edge grading, herbicide spraying, grading of the roadway, shoulder restoration, crown slope correction, leveling asphalt layer, temporary and final striping installation, sodding, utility coordination/adjustment, traffic coordination, maintenance of traffic plan preparation/submittal/approval and coordination with City staff, maintenance of traffic notification, and regular progress meeting attendance. All materials to be furnished on the project shall be FDOT approved materials or from an approved FDOT mine. The selected contractor shall provide all material and shop submittals for review and approval to the City as part of the construction. A line item has been included for vegetation cut-back, edge grading and spraying herbicide for the grass in advance of the FDR operation. In addition, a line item is also added for minor asphalt leveling course and re-working base. These items will be performed as needed at the discretion of the designated Engineering Inspector in coordination with the designated Project Manager. The following table provides the work type per Unit 30 and DeGroodt Road from Jupiter Blvd. to C-9R Canal crossing. Contractor shall notify residents prior to start of work by placing door hangers on each home. Cost to produce and place hangers is the responsibility of contractor. Contractor shall also coordinate with inspection staff on any lane closures and MOT. Contractor shall video street and take photos of driveways in advance of any work. DeGroodt Road is a major collector so all work shall be performed at night from hours of 8 pm to 6 am. MOT for night work shall include additional changeable message signs, reflective cones, signs and light towers. Contractor shall pay the extra inspection staff time for night-time work hours. DeGroodt Road will require milling of all pavement edges at the curb lane and median for the pavement overlay to match existing. Paving operation of DeGroodt Road shall require a shuttle buggy or Material Transfer Vehicle (MTV). Construction shall include all incidental items for work to be performed as per the construction plans for the roadways including milling and paving, utility adjustments and ADA additions, temporary striping and final thermoplastic striping and pay quantities .
