Description

The project consists generally of the construction of the following rehabilitation of modifications at the Fourche Creek Water Reclamation Facility, together with incidental and ancillary work: 1. Construction of a new digester waste gas burner system. Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas Revolving Loan Fund (RLF) Programs as described in the contract documents. Contractor's Bid shall be accompanied by a cashier's check or certified check upon a national or state bank in an amount not less than five (5) percent of the total maximum Bid Price, payable without recourse to the Little Rock Water Reclamation Authority, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within ten (10) days after Notice of Award of Contract. The Notice of Award of Contract shall be given by the Owner within sixty (60) days following the opening of Bids. All bids are subject to the conditions of Section 00200 Information for Bidders of the Contract Documents. The successful Bidder must furnish a Performance Bond and Payment Bond upon the forms provided each in the amount of One Hundred (100) Percent of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President's Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications. Bidders are cautioned that Bids for this Project are subject to compliance with Arkansas Law for construction of Public Works as found in Arkansas Code Annotated 22-9-101, etc. The Bidder shall thoroughly acquaint himself and comply with the provisions of these Acts. Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the "American Iron and Steel (AIS)" requirement, Labor Standards, and Equal Employment Opportunity, and the "Prohibition on certain telecommunication and video surveillance services or equipment provisions" during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the RLF programs are in the Supplemental Conditions in the Contract Documents. Attention is also called to the requirements of the DBE/MBE/WBE requirements of the contract documents. The Contractor is required to take the affirmative steps to assure that disadvantaged, minority and woman business enterprises (DBE/MBE/WBE) are used when possible as sources of materials, supplies, equipment, construction activities, and professional services. The apparent low bidder will, as a condition of contract award, be required to document to the Owner and to the Arkansas Natural Resources Division that affirmative steps were taken in the preparation of bids to obtain DBE/MBE/WBE participation. The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any informality in Bids received. Bidders must be licensed in compliance with Arkansas Contractor's Licensing Law found in Arkansas Code 17-25-101, etc. All bidders questions must be received in writing either by email or certified mail no later than 5:00 pm CST on July 28, 2022 by contacting Isabella Boddicker at the above referenced address. All parties to any contract or contracts awarded under this invitation for bids shall not discriminate on the basis of race, color, creed, sex, age, national origin, disability, marital status, sexual orientation, gender identity, genetic information, political opinions or affiliation, military status, or other status protected by applicable law.
