Description

For Wastewater Treatment Plant Upgrades Contract No. 1 - General This project involves various upgrades at the existing WWTP, which is located at 144 East Morris Street, Bath, New York, 14810, including a new headworks building, new membrane tanks and building complex, new reactor tanks, upgrades to the existing digester tanks and building complex, improvements to the existing administrative control building and pumping facilities, and related site work. Service-Disabled Veteran-Owned Set Aside: No Total MWBE Participation Goals: 20% Contract term: 2.5 years Attendance at the Pre-Bid Meeting is not mandatory; however, all prospective bidders are strongly encouraged to partake in the Pre-Bid Meeting. The Pe-Bid Meeting can also be attended in person at the BEGWS Commercial Office, 7 South Avenue, Bath, NY 14810. Any parties wishing to view the online live video stream of the Bid Opening shall request the required login information by emailing Casey Cowan at casey.cowan@ghd.com with email subject "Village of Bath WWTP Upgrades- Bid Opening - Video Streaming Request". All Bids must be made on the forms furnished in the Proposal Booklet and shall be enclosed in a sealed envelope marked "Village of Bath WWTP Upgrades, Contract No. 1 [as applicable]" and directed to the Village of Bath. Bidders must submit the entire hardcopy Proposal Booklet with their Bid. The Bidding Documents may be viewed online and ordered from the Issuing Office, Avalon Document Services electronically in the Buffalo, NY "Public Jobs" section. The payment includes shipping of the Proposal Booklet and USB to anywhere in the Continental United States. By submission of the $80.00 payment, bidder will be registered as an official plan holder. Only official plan holders are eligible to bid on this project. Subcontractors, suppliers, equipment vendors, etc., will also be required to submit the non-refundable payment in order to receive the Proposal Booklet and USB with PDFs of the Bidding Documents from Avalon. Bids must include all forms required by the New York State Environmental Facilities Corporation (NYSEFC) Mandatory State Revolving Fund Terms and Conditions and New York State Office of Community Renewal (NYSOCR) Construction Requirements. The Village of Bath strongly encourages Minority and Women Owned Business Enterprises and Section 3 Firms to Bid and work on this project. The Village of Bath is exempt from the payment of sales and compensating use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the Village of Bath pursuant to the Project. Also exempt from such taxes are purchases by the Contractor and their Subcontractors of materials, equipment, and supplies to be sold to the Village of Bath pursuant to the Project, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the Project. These taxes are not to be included in the Bid. Each Bid shall be accompanied by a Bid Security in an amount not less than five percent (5%) of the amount of the Bid in the form provided. The Successful Bidder will be required to furnish a Performance Bond and Payment Bond, each in an amount equal to 100 percent (100%) of the total Contract award amount. Each Bidder will be required to furnish a Bidder's Certificate of Non-Collusion. Copies of such certifications are part of the Proposal Booklet, and unless completed with the Bid, will not be accepted. Refer to the Bidding Checklist and Instructions to Bidders section included in the Proposal Booklet for additional information on submitting a Bid. The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
