Description

For Backflow Testing Services The City of Columbia Falls is soliciting proposals for the testing of applicable backflow prevention devices on approximately 450 residential water services within the City of Columbia Falls. The scope of the service includes the following: 1. Coordinate with residential water customers on the list provided by the City to schedule testing of backflow devices. a. Contractor will be required to test or confirm the test is not required for all backflow devices on the list. If the homeowner states a backflow does not exist, or is not in use, the Contractor shall confirm and report status to City for confirmation. 2. Properly test backflow device in accordance with ABPA standards. 3. Report the individual test results on the form provided by the City. Additional Term Contract requirements: 1. The term of the Contract shall be one year, 2023, and may be extended for an additional two years, 2024 & 2025. Costs and personnel rates identified in the proposal will be fixed for the term. The term will begin on the date of execution of the contract and work shall include testing for the summer of 2023. 2. Yearly testing may begin immediately upon award for 2023. Testing shall be completed no later than August 1, 2023; including repairs and retests as needed. 3. The Contractor shall be required to possess a City of Columbia Falls business license. 4. The Contractor must possess a current certificate issued by the State of Montana authorizing persons to test backflow prevention assemblies or a current certificate from the American Backflow Prevention Association (ABPA). 5. The Contractor shall possess general liability insurance in the amount of not less than a minimum $1.5 Million per occurrence or $750,000.00 per claim and is either enrolled in a Workers Comprehensive Insurance or Exempt in compliance with the requirements of the State of Montana. The Contractor shall provide insurance certifications with the City of Columbia Falls named as additionally insured. Certifications do not need to be submitted with the quote, but will be provided prior to execution of the Contract. 6. The Contractor agrees to comply with all applicable federal, state, and municipal laws, regulations and ordinances. 7. Contractor's company logo must be clearly visible on all vehicles and personnel involved with testing and customer contact. 8. The Contract may be terminated by the City at any time if contract conditions are not met. The Contract may be terminated by the Contractor only at the end of each testing year, August 1st, and only if all required tests and retests have been completed. Contract payment: Payment shall be made to the Contractor with the next regular claims processing with Council approval after submission and approval of the invoice for payment. Invoices shall include a list of service addresses for which payment is requested and proof of test. Proposal requirements: Submit a written proposal on the form provided on the City website or by contacting the Public Works Director to the City Clerk, as provided above, on or before the March 1, 2023 deadline. Selection: The City will select the responsible bidder with the lowest quoted rates for this Contract.
