Description | The project consists of excavation and the installation of the lining system for the Cell 4-Phase 2 landfill expansion within the licensed landfill area. The 8.5-acre expansion area will be lined with the liner system as shown on the plans. The liner system includes the following elements from bottom to top; Geosynthetic clay liner (GCL), 60 mil. double-sided textured HDPE flexible membrane liner, non-woven geo textile fabric, gravel base drainage and protective layer, and accessories. Other work includes liner subgrade preparation, and stormwater collection system construction. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to Bannock County, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of Bannock County. All questions about the meaning or intent of the Contract Documents are to be submitted in writing to and must be received by Great West Engineering no later than 5:00 p.m. MST on June 10, 2022. Questions received after this date may not be answered. Oral questions will only be accepted at the Pre-Bid conference. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. 1. The Contractor's scope of work shall include implementation of necessary safety, public health and environmental procedures and requirements relating to sanitary sewage encountered during the work. 2. The Contractor's scope of work shall include necessary safety and environmental requirements for handling and disposal of asbestos pipe removed from service or excavated during the course of the work. |
